About this opportunity

The Department of the Treasury Bureau of Engraving and Printing seeks ablative laser cleaning services for Physical Vapor Deposition machines, with proposals due July 21, 2026. The procurement is a total small business set-aside with NAICS 811310.

Place of performance spans two locations: the DC Currency Facility in Washington, DC (301 14th Street SW) and the Western Currency Facility in Fort Worth, Texas (9000 Blue Mound Road). The contractor shall clean four IPC 1100 PVD machines—two at each facility—to remove chromium deposits from 39 distinct shield and chamber components with a combined surface area of 262,712 square centimeters.

The contractor must provide all labor and specialized laser equipment with minimum 100W power output, fully compliant with 21 CFR 1040.10. Cleaning shall occur once during the base year and bi-annually during option years, with travel included. Cleaned surfaces must be free of loose or flaking deposits and contain no greater than 5 microns of residual chrome, with surface roughness remaining within OEM specifications of 0.2 to 8 micrometers. The process must be chemical and solvent-free, and the contractor is responsible for establishing laser-controlled areas per ANSI Z136.1, implementing laser-generated air contaminant control with certified HEPA filtration to manage hexavervalent chromium, conducting personal exposure monitoring, and managing all waste as hazardous waste. The contractor must obtain background clearance and comply with BEP security protocols.

The performance period consists of one 12-month base year from September 30, 2026, through September 29, 2027, followed by four optional 12-month years extending through September 29, 2031. Award will be made to the lowest evaluated price among technically acceptable proposals. Evaluation requires Volume I (Technical Capability, 10-page limit), Volume II (Past Performance with minimum three references from the last five years, 10-page limit), and Volume III (firm fixed pricing with no page limit). Questions were due June 17. Amendment 0002 (July 14) updated Attachment 1 with revised square footage totals; offerors must acknowledge receipt of all amendments. Service Contract Act prevailing wage rates apply at both locations.
