About this file

This is a Questions and Answers document for RFQ 2031ZA26Q00088 addressing clarifications on PVD laser cleaning services required by the Bureau of Engraving and Printing (BEP).

The RFQ involves laser cleaning services for four identical IPC 1100 PVD systems—two located at the Washington, DC facility and two at the Fort Worth, TX facility. Each machine contains 60 parts with a combined surface area of 262,712 square centimeters. The cleaning chamber dimensions are 5 feet by 4 feet, though the entire 16-foot by 6-foot machine structure is available. Work includes cleaning both removable parts and installed components on the machines, with masking performed under BEP staff guidance. Contractors may deploy a two-person laser cleaning method (one operator and one extraction technician) inside the local capture area when necessary. During option years, service visits will increase to twice annually per machine. BEP will provide 220–240V single-phase, 30-amp power and hazardous waste containers; work must occur during normal business hours only. Acceptance criteria for chrome buildup removal include visual inspection confirming no loose or flaking deposits, no more than 5 microns of remaining chrome, and acceptable visual cleanliness. OEM surface roughness specifications are 0.2 to 8 micrometers. Industrial hygiene sampling is required only during the initial service event. BEP will release one PVD system at a time for cleaning, with potential for multiple systems if schedule permits, and will identify which removable accessories may be transported off-site and provide chain-of-custody documentation.

RFQ 2031ZA26Q00088 - PVD Laser Cleaning - Request for Clarifications (Questions & Answers) Questions Government Responses

1. What is the surface area, or approximately how many parts per machine, will be cleaned?

There are 60 parts per machine, with a total combined surface area of 262712 cm sq. This number includes removable parts and parts on the machine. Attachment 1 lists the parts and their surface area.

2. Will the parts be removed for cleaning, or will the work be performed with the parts installed?

We have both. Cleaning will need to be performed on some areas of the machine and removable parts.

3. Could you please provide the dimensions of the machines? Also, are there any differences between the machines located in Washington, DC, and Fort Worth, TX?

Both machines are the same in both facilities. Chamber to be cleaned 5 ft x 4 ft. The entire 16 ft x 6 ft, however only the chamber will need cleaned

4. Approximately how many instruments will need to be masked?

This information is not available, but masking will be performed under the guidance of BEP staff.

5. Will there be an accessible and reliable 220V, 50-amp power supply available at the work site? If not, we will need to account for the use of our own generator. Yes

6. Could you please provide schematic drawings of the machines to be cleaned? The only information available is in Attachment 1.

8. Whether BEP will allow a two-person laser cleaning method consisting of one laser operator and one extraction technician inside the LCA when required for effective point-of-generation capture. Yes, this is allowable. Please see revised Attachment 2 SOW.

9. Whether “bi-annual” in the option years means twice per year or once every two years.

In the option years, we would increase service visit and have cleaning performed twice a year to each machine.

10. Whether the complete Attachment 1 list of PVD shield and chamber parts can be provided, including part quantities, approximate dimensions, removable vs. non-removable components, and any photos or diagrams available.

All parts of that are removable are listed in Attachment 1. The only non-removable part is the a 5 ft x 4 ft housing chamber where the parts are removed from. Attachment 1 lists parts for 1 PVD machine. So total would be the quantites in Attachment 1 x 4 machines.

11. How many IPC 1100 PVD systems are located at the Fort Worth facility versus the Washington, DC facility.

There are 2 systems in DC and 2 systems in WCF. All 4 machines are the same.

12. Whether BEP will provide 220–240V single-phase, 30A power at or near the work area for the laser system and extraction equipment. Yes, BEP can provide

13. What acceptance criteria will be used to determine “complete removal” of chrome buildup.

Acceptance criteria will be based on visual inspection, After laser cleaning,

1) the chamber walls, removable shields, and carousel shall be free from any loose or flaking chrome deposits

2) there should be no greater than 5 microns of deposited chrome remaining on the cleaned surfaces

3) the surfaces should present with the visual appearance of cleanliness

14. Whether BEP can provide the applicable OEM surface roughness specifications referenced in the PWS. 0.2 μ m to 8 μ m

15. Whether industrial hygiene sampling is required only during the initial service event or during each recurring service visit.

Only during the initial service. No need to continue sampling, unless there are samples that indicated that further sampling is required.

16. Whether BEP will provide hazardous waste containers and labels for captured particulate and spent filters generated on BEP property, or whether the contractor is expected to provide those containers and labels before turning the waste over to BEP.

BEP will provide containers.

17. For removable accessories that may be transported off-site for cleaning, whether BEP can identify which components may be shipped, expected quantities per service event, chain-of-custody requirements, and any additional disposal expectations for waste generated off BEP property.

BEP will provide which parts will be transported off-site and chain of custody information. Waste generated off BEP property is at the discretion of the Contractor. BEP takes no responsibility for it.

18. Whether work will be performed during normal business hours only, or whether after-hours/weekend work windows may be required. Normal business hours only.

19. Whether BEP will release one PVD system at a time for cleaning or expects multiple systems to be cleaned during the same mobilization window.

BEP will plan to release 1 machine at a time. If schedule allows, we can communicate to vendor ahead of service visit if both machines are available.
