About this opportunity
The Defense Health Agency seeks two phacoemulsification units for ophthalmic surgical use, with proposals due September 22, 2026, at 4:00 PM EST. This is an unrestricted commercial item competition under NAICS 339115, Ophthalmic Goods Manufacturing, with a 1,000-employee size standard.
Place of performance is Fort Campbell, Kentucky. Delivery is required on or before October 30, 2026, to ACH Blanchfield Campbell. The solicitation specifies firm fixed pricing with a standard 60-day delivery schedule after contract award.
The phacoemulsification system must include an anterior segment surgical platform with vitrectomy capability, multiple ultrasonic operating modes (Continuous, Pulse, Burst) at 100% power, longitudinal and non-longitudinal cutting, variable pulse rates and duty cycles, and resonant frequency operation within specified ranges. The system must feature active intraocular pressure-controlled irrigation with programmable pressure targets and aspiration capability of at least 700+ mmHg vacuum. Additional requirements include bipolar diathermy, wireless foot and remote controllers with specified ingress protection ratings, secure wireless connectivity, ultra-high-definition video output, Gigabit Ethernet, dual-band Wi-Fi with WPA2 and WPA3 enterprise standards, and universal AC input. The device must be FDA cleared (510(k) or PMA), comply with ANSI/AAMI/IEC 60601-1 electrical safety and IEC 60601-1-2 electromagnetic compatibility standards, and conform to ISO 13485 or cGMP manufacturing standards. Deliverables include the console with accessories, complete documentation, on-site installation, clinical training for surgeons and nursing personnel, and a minimum one-year warranty covering parts, labor, travel, and preventive maintenance.
Evaluation uses a lowest price technically acceptable approach, with technical capability evaluated first; quotes rated unacceptable will be eliminated before price evaluation. All offerors must be registered with SAM prior to award. Inspection and acceptance occur at both the contractor facility and destination.
