About this opportunity

The Department of the Air Force Space Command seeks repair of two Marley Aquatower 58084 cooling towers at Building 1470, Peterson Space Force Base, Colorado, with proposals due May 8, 2026 at 12:00 PM MST. This is a total small business set-aside; NAICS 238220 applies with a size standard of $19 million.

Place of performance is Peterson AFB, Colorado. The Statement of Work (current as of Amendment 003, effective May 5) requires replacement of bearing housing groups, fan shafts, sheaves, fan assemblies, motors, and bushings; replacement of cooling tower media, nozzles, and sealing of joints; basin cleaning; and system restart with functional verification including makeup water and chemical treatment. Motors are specified as 3 HP, 480 volts, 3-phase; the contractor must verify motor specifications prior to ordering. Work must be sequenced on one cooling tower at a time to maintain condenser water uptime and completed within 90 calendar days from notice to proceed. The performance period runs May 1 through July 31, 2026. Work is conducted Monday through Friday, 0700 to 1700 hours.

Contractor experience is mandatory: documentation of at least two successfully completed projects involving major repair or replacement of mechanical components on commercial or industrial cooling towers within the preceding five years, with project descriptions, performance dates, and customer points of contact. Failure to provide this documentation results in technical rejection and ineligibility for award. All work must comply with OSHA (29 CFR 1910 and 1926), Air Force occupational safety standards, and federal, state, and local regulations. Administrative requirements include AF Form 3952 submission for hazardous materials and Safety Data Sheets 10 business days before work start, work clearance AF 103 coordination, hot work permits 24 hours in advance, PSFB Visitor Requests 15 business days before work, and utility outage coordination (14 days advance notice for most outages, 3 days for fire alarm). The contractor must provide standard warranty for parts and labor; defective work is corrected or replaced at contractor expense.

Evaluation uses Lowest Price Technically Acceptable (LPTA). Technical evaluation assesses salient characteristics (cooling tower repair scope and motor replacement) and delivery lead time as mandatory subfactors; both must receive "Acceptable" ratings or the offer is rejected. Past performance is evaluated using CAGE code, CPARS, and SAM.gov data; unknown past performance is rated acceptable. Award is made to the lowest-priced technically acceptable offeror. PSC J041 applies. Questions are due May 6, 2026 at 12:00 PM MST. Payment is processed through WAWF per DFARS 252.232-7006. Service Contract Act wage determination applies for El Paso County, Colorado.
