About this opportunity

The Department of the Air Force Space Command is soliciting proposals for the repair and refurbishment of an air handling unit (AHU) at Building 1171, Peterson Space Force Base in Colorado Springs. The work involves removing and replacing all fan bearings and fan shaft on an existing Trane unit (serial number U3A26715), conducting static air pressure testing to verify manufacturer specifications, testing and balancing airflow to match original design specifications, and ensuring the system operates without vibration. Contractors must submit a detailed Gantt chart schedule for government approval prior to commencing work and must comply with multiple design guides, codes, and standards including UFC, UFGS, and OSHA requirements. The government will evaluate proposals using a Lowest Price Technically Acceptable (LPTA) award strategy, assessing total price, technical acceptability (including salient characteristics and delivery lead time), and past performance. The original proposal deadline was April 23, 2026, but was extended to May 1, 2026 at 12:00 PM Mountain Standard Time to allow offerors to incorporate responses to a Request for Information regarding the Trane shaft specifications.

This solicitation is set aside 100% for small business concerns under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors). No incumbent contractor is identified in the available documentation. The contract is structured as a firm fixed-price award with a performance period of 90 calendar days from the Notice to Proceed, running from May 1, 2026 to July 30, 2026, with work scheduled Monday through Friday from 0730 to 1600 hours excluding federals holidays. The work will be performed at Building 1171, Peterson Space Force Base, 201 W. Stewart Ave, Colorado Springs, Colorado 80914. A non-mandatory but highly encouraged site visit was conducted on April 15, 2026, to allow potential offerors to understand the existing site conditions and requirements. Contractors must comply with prevailing wage requirements per the El Paso County, Colorado wage determination, which establishes minimum hourly rates and fringe benefits for service contract employees.

AMENDMENT 1 (14 APR 26):

Amendment made to correct an admin error in the Evaluation Factors attachment.

Original: Subfactor 1.1 mentioned a "Mobile Surveillance System" by mistake.

Edit: Removed "Mobile Surveillance System" to avoid confusion on what requirement this is for.

AMENDMENT 2 (27 APR 26):

To address Request For Information, and to extend the solicitation to allow time for Offerors to address the RFI answer into their quote provided.

RFI: "I was mistaken in regard to the serial# being incorrect vs. the solicitation. The issue is that the serial# does not exist with Trane anymore so the shaft size (length) is unavailable, however Trane has confirmed it being 1 of 2 different shafts. Trane is searching for the information to try and pinpoint the correct shaft. My sub will send me both quotes in hopes they will have the information by the deadline."

Answer: "We rely on our Colorado Springs account manager, Danny Marsh at 719-482-6397 and danny.marsh@tranetechnologies.com, for parts and equipment information. He didn't receive any questions from contractors, so he/she is getting info from elsewhere. I can't tell the contractor which shaft should be provided as part of their proposal."

Solicitation Extended - New Date Offers Due set to Friday 1 May at 12 PM MST.
