About this file
This is a Questions and Answers (Q&A) document for RFQ 140P8426Q0038, Amendment 0001, for pest control services at Lassen Volcanic National Park in Shasta and Tehama Counties, California. The solicitation is issued by the National Park Service (NPS). The requirement involves pest control services across multiple park locations, including employee residential units at Mineral Headquarters and Manzanita Lake, and the Volcano Adventure Camp (Eagle and Osprey Pavilions). Scheduled service visits are planned for May, June, August, and October, with pricing structured as a single firm-fixed-price (FFP) line item per contract year. Interim re-treatments and unscheduled callouts for validated pest complaints are included within the lump-sum FFP pricing, with no anticipated additional callouts based on historical data. The specified chemicals include Terro Ant Killer II, PT Wasp Freeze II, Advance Granular Carpenter Ant Bait, and Fedona CS; contractors may request substitutions through the Contracting Officer if supply chain disruptions occur.
Key procedural requirements include: a mandatory site visit on Thursday, September 10, 2026, at 9:00 AM PDT; additional written questions must be submitted to the Contract Specialist at loren_thomas@ios.doi.gov by 5:00 p.m. PDT on Friday, September 11, 2026; government responses to all questions are anticipated by Monday, September 14, 2026; and quote submission deadline is Tuesday, September 15, 2026, by 5:00 p.m. PDT. The technical approach narrative is limited to 5 pages, excluding administrative forms (SF 1449), Quote Sheet (Attachment 01), Experience and Past Performance Form (Attachment 04), Key Personnel Form (Attachment 05), and CDPR license copies. For residential housing access, the government must provide 48-hour notification to residents and a designated Park representative must accompany the contractor during interior inspections. This is a new requirement with no current incumbent; the NPS has previously acquired services below the contract threshold from Clark's Pest Control.

QUESTIONS & ANSWERS
SOLICITATION NO. RFQ 140P8426Q0038
PROJECT AREA: Lassen Volcanic National Park PROJECT TITLE: Pest Control Services
1. Is this a new requirement and if so, what was the contract value and name of past incumbent?
NPS Response: This is a new requirement although, in the past some services under the threshold for contract awards have been acquired by the Park from Clark's Pest Control, a company local to the park.
2. Interim Re-Treatments & Unscheduled Callouts: SOW Section 7.0 states that the contractor shall perform follow-up re-treatments for validated pest complaints between scheduled visits. However, Attachment 01 (Quote Sheet) lists a single Firm-Fixed-Price (FFP) line item per contract year ("1 Job" per Base and Option Year). Could the Government clarify whether interim re-treatments between the four scheduled service months (May, June, August, October) are expected to be included in the lump-sum FFP line item, or if unscheduled callouts will be ordered via separate task orders or hourly rates? If included in the FFP, is there an established historical volume or cap on annual callouts?
NPS Response: Yes, interim re-treatments/callouts for validated pest complaints are included in the lump-sum FFP line item and will not be ordered via separate task orders or hourly rates. Based on historical data the Government does not anticipate needing any additional callouts during the contract year. Quoters shall incorporate this information into their FFP pricing.
3. Volcano Adventure Camp (VAC) Access & Snow Contingencies: SOW Section 4.0 notes that access to the Volcano Adventure Camp (Eagle and Osprey Pavilions) is snow-dependent, but anticipates access starting in May. In the event that persistent snowpack prevents safe vehicle or technician access to VAC during a scheduled May visit, what is the required operational protocol?
Will the contractor be required to execute a make-up visit once roads clear, or will the visit for that specific location be credited or adjusted without impacting the overall monthly submission?
RFQ 140P8426Q0038 Attachment No. 06 Page 2 of 3
NPS Response: In the event that persistent snowpack prevents safe vehicle or technician access to Volcano Adventure Camp (Eagle and Osprey Pavilions) during a scheduled May visit, the required operational protocol is to request notification from the NPS Point of Contact when snow is clear from desired treatment sites. Treatment can proceed in coordination with the NPS after the snow is clear.
4. Page Count Limitations & Attachment Exclusions: Addendum FAR 52.212-1(b)(4) specifies a 5-page maximum limit for the Technical Approach narrative. Could the Government confirm that administrative forms and technical submittals—specifically SF 1449, Attachment 01 (Quote Sheet), Attachment 04 (Experience and Past Performance Form), Attachment 05 (Key Personnel Form), and copies of California Department of Pesticide Regulation (CDPR) licenses—are excluded from the 5-page limit?
NPS Response: The 5-page maximum limit only applies to the Technical Approach narrative.
5. Chemical Substitution Protocol: SOW Section 2.0 specifies four brand-name chemicals (Terro Ant
Killer II, PT Wasp Freeze II, Advance Granular Carpenter Ant Bait, and Fedona CS). Should any of these specific products experience regional manufacturer availability issues or supply chain disruptions, what is the formal submission and approval process with the NPS Integrated Pest Management (IPM) Specialist for proposing an equivalent EPA-approved and CDPR-registered alternative?
NPS Response: If regional manufacturer availability issues or supply chain disruptions render any specified products unavailable, the Contractor shall submit a Request for Information (RFI) to the Contracting Officer explaining the circumstances, providing proof of the situation, and recommending proposed alternatives with all specifications attached. The NPS will attempt to approve substitution requests by the following day however, the approval lead time cannot be guaranteed as some pesticides require Departmental approval.
6. Residential Housing Access Protocol: SOW Section 4.0 includes interior and exterior ant treatments across employee residential units at Mineral Headquarters and Manzanita Lake. What lead-time notice will the Government provide residents prior to scheduled contractor visits, and will a designated Park representative accompany the contractor during interior inspections and monitor placements within occupied housing?
NPS Response: The Government is required to provide 48 hour notification to residents prior to scheduled contractor visits, and a designated Park representative will accompany the contractor during interior inspections and monitor placements within occupied housing.
7. Post-Site Visit Written Question Deadline: The solicitation establishes a site visit for Thursday, September 10, 2026 at 9:00 AM PDT, with quotes due on September 14, 2026 at 5:00 PM PDT.
Could the Government clarify the final deadline for submitting written post-site visit clarification questions to ensure offerors have sufficient time to incorporate Government responses into their final pricing and technical approach?
RFQ 140P8426Q0038 Attachment No. 06 Page 3 of 3
NPS Response: In light of this question, the due date for quotations has been extended through Tuesday, September 15, by 5:00pm Pacific Daylight Time. Any additional questions about this requirement must be submitted in writing to the Contract Specialist at loren_thomas@ios.doi.gov by 5:00 p.m. PDT on Friday, September 11, 2026. Questions received after this deadline may not be answered prior to quote submission. The Government anticipates issuing responses to all questions by Monday, September 14, 2026, allowing quoters time to incorporate any clarifications into their final quotes.
8. Incumbent: Could you confirm if there is a current incumbent for this contract? If so, could you provide the Purchase Order number and the total contract value?
NPS Response: There is no current incumbent for this project (no one currently holds this contract).
In the past some services under the threshold for contract awards have been acquired by the Park from Clark's Pest Control but those agreements have been completed.
