Statement of Work Summary: Ant and Wasp Control Services
This Statement of Work (SOW) describes professional pest control services for the National Park Service at Lassen Volcanic National Park, spanning Shasta and Tehama Counties in California. The Contractor must provide licensed, qualified technicians to inspect, monitor, treat, and perform follow-up services for ant and wasp activity using integrated pest management practices across approximately 80 buildings located in the North and South Districts. Services are limited exclusively to ant and wasp control; cobweb removal and other pest control are excluded. The four approved insecticides are Terro Ant Killer II Liquid Ant Baits (149-8), PT Wasp Freeze II Wasp & Hornet Insecticide (499-550), Advance Granular Carpenter Ant Bait (499-370), and Fedona CS (499-570). All products must be EPA-registered and California-compliant, applied strictly per label instructions. The Contractor may not substitute products without prior written NPS approval and must submit substitution requests at least two weeks in advance when practicable.
The base contract period runs from September 25, 2026, through August 31, 2027, with four optional years extending through August 31, 2031. Scheduled services occur in May, June, August, and October, with the North District receiving ant treatments and the South District receiving both ant and wasp treatments. The firm-fixed price includes all labor, supervision, transportation, equipment, and materials, plus follow-up treatments when the Contracting Officer's Representative (COR) determines recurring activity warrants additional service. The Government anticipates approximately four authorized follow-up visits annually for pricing purposes without guaranteeing minimum or maximum quantities. Applicators must hold either a California Structural Pest Control Board license or a California Department of Pesticide Regulation Qualified Applicator Certificate/License. Monthly service reports must be submitted with dates, volumes, and issues encountered. Payment invoices must be submitted electronically through the U.S. Department of Treasury's Invoice Processing Platform System (IPP) at www.ipp.gov within 30 days of work completion. Park contacts include Chief of Maintenance Joe Pettegrew (530-200-3065) and Field Inspector Timothy Marsh (530-595-6187).

1. BACKGROUND:
The National Park Service (NPS) at Lassen Volcanic National Park has a service requirement for comprehensive ant and wasp control services at multiple park locations and facilities in both the North and South Districts. Services shall focus on inspection, monitoring, prevention, treatment, and suppression of ant and wasp activity in accordance with the requirements outlined in this Statement of Work.
2. SCOPE OF SERVICES:
The Contractor shall provide professionally trained, licensed, and qualified technicians to inspect, monitor, treat, and perform follow-up services necessary to control ant and wasp activity. The Contractor shall use integrated pest management practices and treat known activity areas. Services include placement and servicing of monitors, baits, and traps;
application of approved pesticides; and removal of active wasp nests where accessible and safe using the Contractor's normal means and methods.
This contract is limited to ant and wasp control. Cobweb removal and control of other pests are not included. The Contractor shall identify conditions that contribute to pest activity and provide location-specific recommendations for physical corrective measures.
The Contractor shall not caulk, seal, repair, or otherwise alter park structures. The NPS will separately evaluate and perform any approved physical corrective work.
The four pesticides listed below are currently approved for use under this contract. The Contractor shall not substitute another product without prior written NPS approval. When a listed product is unavailable because of a manufacturer, regional availability, or supply-chain issue, the Contractor shall submit a Request for Information to the Contracting Officer describing the circumstances, providing supporting documentation, and recommending an equivalent EPA-approved and California-registered alternative with product specifications and label information. Submit a substitution request at least two weeks before the proposed use whenever practicable because NPS review may require regional or Washington-level coordination.
All pesticides shall be registered by the United States Environmental Protection Agency for the intended use and shall comply with applicable California pesticide requirements.
Products shall be applied in strict accordance with their labels and all contract requirements.

The firm-fixed price shall include follow-up treatment when the COR determines that continued or recurring ant or wasp activity indicates that a scheduled treatment was ineffective or that additional treatment is reasonably necessary. Isolated pest sightings do not constitute a service callout. Park residents and employees shall report concerns to the NPS, and only the COR or designated Government representative may authorize the Contractor to perform an unscheduled follow-up service. Based on historical experience, the Government anticipates approximately four authorized follow-up visits per contract year; however, this estimate is provided solely for pricing purposes and does not guarantee a minimum or establish a maximum quantity.

• Verify the contractor arrives within the scheduled service window and services all locations identified in the Statement of Work.
• Observe treatment activities, when practical, to ensure pesticides are applied in accordance with the product label, EPA requirements, and all applicable federal and state regulations.
• Inspect treated facilities after each service visit to verify work has been completed, bait stations or traps have been serviced as required, and treatment areas are left clean and safe for occupants.
• Review the contractor's service reports to ensure all treatment locations, products used, application methods, and any recommendations for corrective actions are properly documented.
• Conduct periodic follow-up inspections of treated areas to determine whether pest activity has been effectively controlled and whether additional treatment or corrective action is necessary.
• Validate complaints from park staff, residents, or visitors regarding continued pest activity. When the Government substantiates a complaint, the Contractor shall investigate and perform appropriate corrective treatment as part of the annual firm-fixed price.
• Document inspection results and communicate any performance deficiencies to the contractor for timely correction.
