About this file

This is a Questions and Answers (Q&A) document for RFQ 140P8426Q0038, Amendment 0002, addressing the second round of inquiries regarding pest control services at Lassen Volcanic National Park in Shasta & Tehama Counties, California.

The RFQ solicits pest control services focused on ant and wasp control at multiple park buildings and facilities. The revised Statement of Work, issued September 15, 2026, includes specific building square footage and four approved pesticides for use. Services are scheduled for May, mid-summer, and October treatments, with mid-summer treatments requiring coordination with park staff to avoid active Volcano Adventure Camp operations. The contract is a Total Small Business Set-Aside with no additional preferences for service-disabled veteran-owned businesses (SDVOSB) or veteran-owned businesses (VOSB). The quotation deadline was extended to Thursday, September 17, by 5:00 PM Pacific Daylight Time. Quoters must have active System for Award Management (SAM) registration with a valid Unique Entity Identifier (UEI) by time of award for payment processing through the U.S. Treasury's Invoice Payment Platform. Site visit attendance is optional. Past services were procured below contract thresholds from Clark's Pest Control. No CURE notices or Notices of Correction were issued in the prior 12 months. Contractors must identify physical abatement recommendations but cannot perform physical alterations; the park will execute corrective work through NPS Day Labor. Treatment of occupied residences requires minimum 24-hour advance resident notification and NPS representative presence. Wasp nest removal is limited to accessible and safe locations using contractor's standard means and methods. California Structural Pest Control Board licensing or Department of Pesticide Regulation QAC/QAL certification with appropriate category is acceptable for applicators.

QUESTIONS & ANSWERS, Round Two

SOLICITATION NO. RFQ 140P8426Q0038

PROJECT AREA: Lassen Volcanic National Park PROJECT TITLE: Pest Control Services Note: List Numbering Continues from Previous List

9. Do you need to come to the site visit to quote?

NPS Response: Attendance of the site visit is not mandatory to submit a quote.

10. Do you need to be registered in SAM to send a quote?

NPS Response: Quoters are required to have an active Federal Government contracts registration in the System for Award Management (SAM) by the time of award. We will accept quotes from those who have just registered in SAM however the registration must be active by the time of award. This is required since our Financial and Contracting systems interface with the US Treasury's Invoice Payment Platform (IPP) which in turn uses banking information linked to your SAM account for direct deposit payments. If the Unique Entity Identifier (UEI) is not yet active it isn't possible to award the contract.

11. Will the government provide any preference for SDVOSB or VOSB certified contractors in alliance with the government supporting veteran owned contractors?

NPS Response: This acquisition is a Total Small Business Set-Aside under which SDVOSB or

VOSB falls however, there will not be any additional preferences based on socio-economic status given in the evaluation.

12. What was the previously awarded Solicitation Number, Date awarded, and awarded value?

NPS Response: There are no previously awarded solicitation numbers available as past acquisitions for this project have fallen under the threshold for contract awards. In the past some services have been acquired by the Park under the threshold for contract awards from Clark's Pest Control, a company local to the area.

13. Has any part of the Statement of Work (SOW) changed in this solicitation compared to the last awarded contract? If so, what changed or was added?

NPS Response: The SOW was revised on September 15, 2026 to incorporate answers to questions that have been asked, specifically the square footage of the building. The revised SOW is available as attached file "B08 140P8426Q0038 Att09 SOW revised 9-15-2026.pdf"

14. Has the government issued any CURE or Notice of Correction for pest control services over the past 12 months at any location?

NPS Response: No.

15. Can the Government provide the approximate square footage for each building or facility listed in SOW?

NPS Response: See attached file "B08 140P8426Q0038 Att08 SOW revised 9-15-2026.pdf" for the square footage of each building.

16. Will there be kids at the Volcano Adventure Camp throughout the summer that will need to be coordinated around?

NPS Response: May and October treatments should be early/late enough that the VAC is not in active use; Mid-summer treatments would require coordination with Interpretation & Education staff to ensure a treatment time when children are not present.

17. What pesticides are approved for use at Lassen Volcanic National Park?

NPS Response: The four relevant approved pesticides are listed in the revised Statement of Work document. If a substitution for a different pesticide with an equivalent function is necessary, the alternative pesticide must be requested at least 2 weeks ahead of time, as regional and DC offices are often involved in the approval/disapproval process for pesticides.

18. Does this contract include removing cobwebs?

NPS Response: No, This contract only covers services necessary to control ant and wasp activity, as laid out in the scope of services.

19. When treating around residences, should the contractor knock on doors to inform residents of treatment activity?

NPS Response: No. The park will be responsible for notifying residents in advance of scheduled treatment activities in or around their residences. A minimum of 24 hours’ advance notice is required when entry into an occupied residence is anticipated.

RFQ 140P8426Q0038 Attachment No. 07 Round 2 Q-n-A Page 3 of 4

If treatment requires the contractor to enter a housing unit, an NPS representative must be present to provide access. Contractors should not independently enter residences or rely on contacting residents at the time of service to obtain access.

20. Some of the building eves are quite high and may be hard to access even by ladder; does the park have a cherry picker that contractors could use?

NPS Response: Some park buildings are non-standard-height, two-story structures with elevated eaves and attic areas. The park does not have a cherry picker or similar aerial lift available for contractor use.

As clarification to information discussed during the site visit, the Scope of Services specifies the “removal of active wasp nests where accessible and safe to do so.” Accordingly, nests or treatment areas that cannot be safely accessed using the contractor’s normal means and methods may be exempted from treatment. Any such conditions shall be brought to the attention of the Government, with the final determination made by the Contracting Officer (CO) or designated Contracting Officer’s Representative (COR).

21. It is state law to inform the property owners of treatments done on their property; Do we need to attach notices of work performed on house doors, or is an email to the park with treatment information (# pesticide used & sq footage treated at each location) enough?

NPS Response: Since the NPS/Federal Government is the property owner, treatment information provided directly to the park by email should be sufficient for documenting notification to the property owner. However, because these services involve occupied park residences, the park will apply its normal residence-access notification requirements. A minimum of 24 hours’ advance notice shall be provided to affected residents prior to scheduled treatment. The contractor shall also provide the park with documentation of the treatment performed at each location, including the pesticide/product applied and the approximate area treated.

22. How early does snow drop here/ How long does it last?

NPS Response: For locations listed in the Statement of Work: Some years there is possible snow in May/October, but this usually melts away quickly and is a rare occurrence.

23. Would the contractor be expected/allowed to apply caulking in wall gaps where ants are obviously entering the building?

NPS Response: The contractor should identify and provide specific recommendations for physical abatement measures observed during inspections but should not make physical alterations or repairs to park structures. Although the Scope of Work requires identification of “corrective actions necessary to achieve effective suppression of ant and wasp populations,” this requirement is limited to providing detailed recommendations for each affected structure or unit.

Due to NPS compliance requirements, any physical corrective work, such as sealing or caulking gaps, will be performed separately by NPS Day Labor. NPS staff will follow up on the contractor’s recommendations, as appropriate, to address identified entry points and other

RFQ 140P8426Q0038 Attachment No. 07 Round 2 Q-n-A Page 4 of 4 conditions contributing to pest activity.

24. Will the Government accept applicable California Structural Pest Control Board licensing/certification where appropriate, or is a California Department of Pesticide Regulation QAC/QAL specifically required for the proposed applicator(s)?

NPS Response: Through further NPS Research, according to the DPR website "DPR, the CACs, and the SPCB cooperatively work on regulating the structural pest management industry." Based on this, a California Structural Pest Control Board license/certification should be accepted as well as a QAC/QAL with an appropriate category.
