Service locations include the Manzanita Lake Housing Area, Loomis Museum, Southwest Visitors Center, Volcano Adventure Camp pavilions, and South District Mineral Headquarters facilities across 25+ buildings. The contractor must maintain communications with the Contracting Officer's Representative and Field Inspectors, submit monthly service reports including dates, volumes, and issues encountered, and submit all invoices through the U.S. Department of Treasury's Invoice Processing Platform (IPP) within 30 days of work completion. Government quality assurance activities include verifying timely contractor arrival, observing treatment activities, inspecting treated facilities, reviewing service reports, conducting follow-up inspections, validating pest activity complaints, and documenting performance deficiencies. 1. BACKGROUND:

The National Park Service (NPS) at Lassen Volcanic National Park has a requirement for comprehensive ant and wasp control services at multiple park locations and facilities in both the North and South Districts. Services shall focus on inspection, monitoring, prevention, treatment, and suppression of ant and wasp activity in accordance with the requirements outlined in this Statement of Work.

2. SCOPE OF SERVICES:

Contractor shall provide professionally trained, licensed, and qualified technicians to conduct inspections, monitoring, treatment, and follow-up services as necessary to effectively control ant and wasp activity. The contractor shall identify and address exterior and interior conditions contributing to infestations and shall implement integrated pest management practices designed to prevent recurrence. Services shall include proactive treatment of known activity areas, removal of active wasp nests where accessible and safe to do so, and corrective actions necessary to achieve effective suppression of ant and wasp populations throughout the contract period.

All treatments used must be approved for use by the United States Environmental Protection Agency and comply with the California Department of Pesticide Regulations.

LAVO 2026 Integrated Pest Management Needs

• North District Manzanita Lake Housing Area, Loomis Museum, Loomis Residence and Plaza Restroom and the adjacent Discovery Center located just across the street. Services in this location will occur in the months of May, June, August, and October. The contractor shall set monitors in homes and traps as necessary while applying treatments for ant control. The Housing area can be accessed traveling east from the city of Redding on State Hwy 44 East. Proceed 51 miles from Redding and turn right onto Park Road Hwy 89. Continue 0.1 miles to the Manzanita Lake Housing and Maintenance Yard. The Loomis plaza is located approximately 1 mile after turning onto Park Road Hwy 89.

• Southwest Visitors Center can be accessed by heading east on State Hwy 36E from the town of Mineral. Continue approximately 5 miles turning left onto State Why 89 towards Lassen Volcanic National Park. Proceed approximately 4 miles and the Park Visitors Center is located just past the southwest entrance station on the right.

• Loomis Museum, Residence, Plaza and Naturalist Center (noted on map as Discovery Center. Located approximately ½ mile south and the main park highway from the park’s northwest entrance station.

• Volcano Adventure Camp (VAC)- (approximately 5 miles from the above listed Manzanita Lake locations) - Two Pavilions (Eagle and Osprey, see map below) serviced only when accessible. Access will be based on snow accumulations though the park does anticipate an ability to reach this location in May and only for witnessed ant activity and control in each pavilion. The VAC is located after turning off State Hwy 44 onto Park Road Hwy 89 approximately 5 miles. Turn Left into the Volcano Adventure Camp.

• South District Mineral Headquarters Administration Building 1 through 14, and Buildings 109, 110, 111, 120, 261, 388, and 671for the service treatment of ants and Buildings 23 and 24 for the treatment of wasps. Traveling east from the city of Red Bluff on State Hwy 36E, proceed approximately 40 miles turning left into the Mineral Headquarters Area for Lassen Volcanic National Park which is located 1 mile from the town of Mineral.

5. DELIVERY:

• Four (4) service months annually.

• North District: Ant + wasp treatments.

• South District: Ant + wasp treatments.

• VAC: Ant control only, snow-dependent access.

• Average site time per district per visit: 4 hours, an estimated total of 14 hours per treatment month

• 4 total annual visits.

• EPA-approved treatment materials.

6. SAFETY AND ENVIRONMENTAL COMPLIANCE:

• Contractor must comply with all OSHA, EPA, and NPS Safety and environmental regulations.

• Spills and/or leaks must be reported immediately and cleaned up per NPS protocols.

7. QUALITY ASSURANCE / QUALITY CONTROL:

The Government may monitor contractor performance using one or more of the following methods:

• Verify the contractor arrives within the scheduled service window and services all locations identified in the Statement of Work.

• Observe treatment activities, when practical, to ensure pesticides are applied in accordance with the product label, EPA requirements, and all applicable federal and state regulations.

• Inspect treated facilities after each service visit to verify work has been completed, bait stations or traps have been serviced as required, and treatment areas are left clean and safe for occupants.

• Review the contractor's service reports to ensure all treatment locations, products used, application methods, and any recommendations for corrective actions are properly documented.

• Conduct periodic follow-up inspections of treated areas to determine whether pest activity has been effectively controlled and whether additional treatment or corrective action is necessary.

• Validate complaints from park staff, residents, or visitors regarding continued pest activity. If complaints are substantiated, require the contractor to investigate and, when appropriate, perform corrective treatment in accordance with the contract.

• Document inspection results and communicate any performance deficiencies to the contractor for timely correction.

8. PERIOD OF PERFORMANCE:

This contract will be initiated to begin September 25, 2026 and extend through July 31, 2027 as the base year with up to 4 Option Years to be exercised at the sole discretion of the Government. Area servicing will be performed in the months of May, June, August, and October and coordinated with the Park Facilities Management Division’s Contracting Officer’s Representative (COR) and Resources Management Division’s Field Inspector (FI) who monitor contract performance while providing access to each location as necessary.

Application and monitoring dates shall be provided by the contractor and coordinated with the project COR or designated Field Inspector (FI). The Park must be notified with as much lead time as feasible to make alternative arrangements with a qualified contractor.

10. PAYMENTS, REPORTING AND COMMUNICATION:

• Submit monthly service reports including dates, volumes (weights), and any issues encountered.

• Maintain communications with the NPS Contracting Officer’s Representative (COR).

• Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP) at https://www.ipp.gov/. The Contractor shall submit all invoices through www.ipp.gov within 30 days of work completion. Failure of the contractor to upload an attached copy of the invoice and any requested documentation through IPP.gov will result in invoice being rejected.
