About this opportunity

The U.S. Army Corps of Engineers Engineering District Mobile is procuring comprehensive fence repair and renovation services for the Irvington Site Office in Irvington, Alabama. The work involves removing, repairing, and replacing existing perimeter fence components, including 48 line posts, 15 barbed wire support arms, 2,530 linear feet of three-strand barbed wire, tension wire, and installation of 50 galvanized rebar stakes for fence securement. Additional requirements include installing a ditch barrier to prevent entry while allowing water flow through a 10-foot by 1-foot gap under the perimeter fence. The contractor must provide all necessary management, labor, materials, equipment, and vehicles, ensuring all work meets federal, state, and local licensing requirements and safety standards. The government will use Lowest Price Technically Acceptable (LPTA) evaluation criteria, with proposals due October 13, 2025, and consolidated answers to vendor questions posted around October 2, 2025.

This opportunity is set aside as a Total Small Business contract under NAICS code 238990 with a size standard of $19 million, and no incumbent contractor exists as this is a brand-new procurement. While no specific budget range has been disclosed, the contract establishes a firm fixed-price arrangement with an estimated project start in early November 2025. The contractor will have 90 days to complete all work, which must be performed between 7:00 a.m. and 4:00 p.m., Monday through Friday, at 7861 13th Street, Irvington, Alabama. Key quantities include replacing 47 standard line posts (2-3/8" OD) and one oversized post (2-7/8" OD), with work requiring minimal excavation and adherence to specific ASTM standards. A mandatory site visit was conducted on September 9, 2025, revealing important project specifications and work limitations that will influence contractor planning and execution.
