About this opportunity

The U.S. Army Corps of Engineers Mobile District seeks to procure comprehensive perimeter fence repair and renovation services for the Irvington Site Office in Irvington, Alabama. The scope of work encompasses removal, repair, and replacement of existing fence features, including barbed wire, barbed wire support arms, tension wire, and line posts, with all necessary labor, materials, supplies, tools, and equipment to be furnished by the contractor. The procurement is classified under NAICS 238990 (All Other Specialty Trade Contractors) with PSC Z2PZ (Repair or Alteration of Other Non-Building Facilities). Contractors must submit a comprehensive safety plan compliant with EM 385-1-1 safety requirements, work between 7:00 a.m. and 4:00 p.m. Monday through Friday, and complete the project within a 90-day performance period. Key deadlines include RSVP for the mandatory pre-bid site visit by September 5, 2025 (2:00 p.m. EDT), with the site visit scheduled for September 9, 2025 at 9:00 a.m. CST; solicitation package release on September 24, 2025; and a tentative proposal response date of October 13, 2025. The final due date for proposals is October 31, 2025.

This opportunity is designated as a 100% Small Business set-aside, restricting competition to qualified small business entities. There is no incumbent contractor, as this represents a brand-new contract requiring fresh market competition. The government has not established a definitive cost estimate or award value for this procurement; however, project details indicate approximately 48 line posts requiring replacement, 15 barbed wire arms, and approximately 2,530 linear feet of barbed wire to be installed around the perimeter fence, all with concrete footings and compliance to ASTM standards. The anticipated project start date is early November 2025, providing contractors with a relatively compressed timeline from contract award to mobilization. Interested contractors must register their attendance and provide firm name and full names of attending individuals to Michael Manning (michael.v.manning@usace.army.mil) or Stephen Reid (stephen.h.reid@usace.army.mil), as telephone inquiries will not be accepted or returned.
