About this file

This is a Site Visit Summary document for the Irvington Fence Repair project, conducted on September 9, 2025, by the U.S. Army Corps of Engineers (USACE) with representatives from Mendoza Barrier & Fence Company and Warren Innovations. The site visit revealed several key details about the fence repair project, including approximately 35 poles marked with orange tape (with 13 additional poles to be selected later), potential minimal excavation requirements for tension wire replacement, and specific work conditions such as a nearby building that limits roof access and a requirement to work only on USACE property.

The document outlines several important project specifications: the ditch barrier can use either barbed wire or chain link fencing, one fence post is oversized and will be clarified in the scope, and some poles require additional labor for horizontal support arm removal and reinstallation. Preparatory work will be done by others, including brush and tree removal, fence tie repairs, and grounding wire repair. The scope will be modified to mandate using screws for support arm securement, eliminating spot welding as an installation method. Contractors will need to perform a fence inspection after tension wire replacement to determine securement locations.

Discussion Topics & Answered Questions:

• Tension wire is partially buried in several locations. Existing wire removal and new wire installation may require minimal excavation to complete work at the bottom of the fence. Locations needing fence securement will not be known until the tension wire has been replaced. A fence inspection will be performed after tension wire replacement to determine required fence securement locations.

• There are approximately 35 poles marked with orange tape. There are an additional 13 poles that will be chosen later.

• The ditch barrier solution can be completed using either barbed wire or a chain link fence section, provided it is stable.

• One fence post is larger than the rest. That size will be clarified in the scope.

• A few of the poles to be replaced have additional horizontal support arms that will require additional labor to remove and be re-installed after replacing line posts. This will be supplemental work under the “Line Post – Remove and Replace” CLIN.

• There is a building 6 ft – 8 ft away from the 12-ft tall portion of the fence. The roof cannot be used for access to the barbed wire.

• Brush is existing on the fence. This will be removed by others prior to start of contract.

• There is a small tree leaning on the south side of the fence. It will be removed by others prior to start of contract.

• Contractors will need to stay on USACE property to complete the repairs. No permissions have been attained to use Yellowwood property.

• There are some missing fence ties that hold top rail and line posts to chain link fence. This will be repaired by others, not under this contract.

Site Visit Summary and Vendor Q&A

• There is a broken grounding wire that was welded to the bottom of the fence. This will be repaired by others, not under this contract.

• Scope will be modified to specify using only screws to secure support arms. Spot welding will no longer be an option.
