About this file

This document contains Vendor Questions and Answers for Solicitation W9127825QA013, addressing two specific technical details about a fencing project. The first question concerns a ditch barrier, which is a 10-foot x 1-foot gap under the perimeter fence on the north side of an entry gate that needs to be blocked to prevent entry while allowing water flow. The contractor must submit a solution for enclosure, with the current method using barbed wire strands secured by partially buried line posts set in concrete.

The second question addresses fence securement, which involves installing two 36-inch galvanized rebar stakes driven 24 inches into the ground for fence sections with excessive movement. The Contracting Officer's Representative will evaluate and select sections requiring stabilization. The contract line item includes securing an estimated 25 fence sections with two stakes each, totaling 50 stakes. These stakes will be evenly spaced between line posts and secured to the fence and tension wire after tension wire repairs are completed.

Vendor Questions and Answers – Solicitation W9127825QA013

1. Ditch Barrier and how many? Are they just requesting pipe to be installed in between posts to better secure the area?

Answer: There is only one ditch barrier. See photos. A ditch that passes under the perimeter fence on the north side of entry gate needs to be blocked to prevent entry but allow water to flow under the fence. Gap is approximately 10-feet x 1-foot. The contractor’s solution for enclosure shall be submitted for approval. Existing gap closure method uses strands of barbed wire, secured on either end by a partially buried piece of line post set in concrete.

2. Fence Securement? I am assuming this would be tie wires, can you verify.

Answer: Fence Securement will be used in the event of fence sections with excessive movement at the bottom (after tension wire repair) and shall have two 36-inch galvanized rebar stakes driven 24-inch into the ground and secured to the fence and tension wire. The stakes will be evenly spaced between the line posts. Sections with “excessive movement” shall be evaluated and selected by the Contracting Officer's Representative (COR) after tension wire repairs. Each fence section will be secured with (2) stakes. This contract line item consists of securing an estimated 25 fence sections with (2) stakes each, totaling 50 stakes.
