About this opportunity
The USDA Forest Service is procuring a PEPRO 8x12 Communications Shelter for the Tahoe National Forest's Yuba River Ranger District through a firm-fixed-price purchase order. The procurement includes manufacture, delivery, installation, and removal of a comprehensive telecommunications infrastructure system featuring an 8x12 walk-in enclosure, 52-foot articulating tower, multiple antennas, solar components, and associated equipment specified in the Bill of Materials. The contractor must be capable of completing all procurement, delivery, and installation work within 20 months of contract award, with only new equipment accepted and no partial quotes considered. The evaluation will be based on two primary factors: products meeting the technical requirements outlined in the Bill of Materials and award to the lowest-priced quote that meets acceptability standards. Questions must be submitted to Derick Yara at derick.yara@usda.gov by August 15, 2025 at 5:00 PM ET, with quotes due by August 22, 2025 at 5:00 PM ET.
This procurement does not utilize any set-aside designations and is classified under NAICS code 334220 for Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. The project involves replacing an existing 6x6x8 concrete shelter at Ruby Bluff with the new PEPRO shelter system, which includes specialized features such as Faraday cage technology for electromagnetic protection and an articulating tower designed to eliminate tower climbing requirements. The installation location is at specific coordinates (N39 30' 41.08", W120 50' 42.18") at an elevation of 5,611 feet, with the delivery address at Tahoe National Forest, 12019 Charles Drive, Grass Valley, California. The project requires complex logistical capabilities due to potentially challenging terrain and environmental conditions, with the contractor responsible for complete turnkey installation including demolition of the existing structure and coordination with Pacific Gas & Electric for utility pole installation. Based on the attached documentation, similar Forest Service communications shelter programs have annual budgets ranging from $1.5 million to $5 million.
