About this file

This is a Technical Offer Worksheet template for the Pearl Harbor Tugs Reprocurement solicitation (N3220526R6054) issued by the Department of the Navy Military Sealift Command (MSC). The worksheet establishes the required documentation and technical submissions that offerors must provide to demonstrate compliance with vessel requirements for four U.S. flag, Jones Act-compliant tugs to support harbor operations at Joint Base Pearl Harbor-Hickam, Hawaii.

Offerors must submit three primary sections: a completed Technical Offer Worksheet cross-referencing where compliance is demonstrated; an Offered Vessel Characteristic Worksheet (Attachment A) for each proposed tug documenting specific vessel characteristics per Part I, Section 9 of the Proforma; and supporting documentation including general arrangement drawings, current photographs, and vessel specification sheets showing clean non-marking fendering along the entire length with propeller guards. Additionally, offerors must provide USCG Certificates of Inspection (COI) and Certificates of Documentation (COD) with coastwise endorsements per 46 USC 55111 and 46 USC 12112 to verify U.S. flag compliance. Offerors are also required to submit a Vessel Casualty Plan (Attachment G) describing procedures for timely acquisition and deployment of substitute tugs if a casualty occurs, and a Strike Contingency Plan (Attachment G) detailing practicable methods for vessel manning during labor actions and service continuity during labor disputes.
