***This solicitation is being amended for the following purpose:
1. There has been a change to Attachment 2- Instruction to Offerors and 52.212-2 in the solicitation. Initially, Compensation Plan, Past Performance, and Price were evaluation factor listed in relative order of importance. The solicitation never intended to evaluate either factor, only Technical and Price- the references were omissions after reviews were conducted. This was corrected to reflect Technical and Price as the only evaluating factors, and the technical evaluation is significantly more important than price.
2. Copies of Licenses and Certifications are required to be submitted as part of the responsiveness review. This is mandatory as part of proposal submission.
3. Any teaming arrangement must be clearly stated, i.e. clearly identify the proposed relationship (i.e., whether it's a Prime/Sub, Mentor/Protégé, or JV).
