About this opportunity
The Air Force Sustainment Center seeks paramedic and ambulance services for the 72nd Air Base Wing at Tinker AFB, Oklahoma, with proposals due October 23, 2026 at 1:00 PM. This is a total small business set-aside under RFO Part 12 and RFO Part 15 procedures for a single firm fixed-price contract. The incumbent contractor is not identified in the source.
Place of performance is Tinker AFB, Oklahoma City, Oklahoma. The contractor must provide 24-hour, seven-day-per-week state-certified paramedic-level emergency response and patient transport services for all on-base personnel and designated off-base locations, achieving a 12-minute response time at the 90th percentile. Services include interfacility transportation between base clinics to receiving hospitals, flight line emergency response, and support for the annual Air Show. The contractor must obtain and maintain an active Oklahoma State Department of Health EMS ambulance service license or submit proof of application/pre-application status by proposal submission. All contractor personnel must hold current EMT-Paramedic licensure and complete Level I Antiterrorism Awareness Training within 30 days of base access. The Government will furnish four APX4000 portable radios (valued at $21,200 total), living quarters at two facilities with four beds each, and emergency dispatch through the Tinker AFB Fire Department. The contractor furnishes all ambulances, equipment, supplies, medications, labor, management, and electronic patient care reporting systems.
The base contract period runs January 28, 2027 through January 27, 2028, with three one-year option periods through January 27, 2031. A phase-in period ends no later than January 27, 2027. Historical workload is approximately 425 runs annually. Offerors must propose staffing and fleet plans independently; the Government does not prescribe minimums. Medical liability insurance of $1,000,000 per occurrence is required. Service Contract Act wage determination (Revision 31, dated August 12, 2026) applies; health and welfare fringe benefits are $5.92 per hour. Response delays caused by Force Protection Condition changes, airfield command holds, and severe weather events are excusable. Evaluation uses a tradeoff methodology weighing technical acceptability (pass/fail prerequisite), past performance confidence rating, and total evaluated price including base, option years, and a Government-calculated six-month extension. Small-business prime contractors may subcontract provided the prime remains responsible for performance and subcontracting does not exceed 50% of contract value, measured separately for the base and each option period.
