About this file
This is a Questions and Answers (Q&A) document for federal solicitation FA810124R0004, issued October 6, 2026, addressing contractor inquiries regarding ambulance transportation services at Tinker Air Force Base.
The solicitation requires 24/7/365 ambulance service coverage with an initial-arriving ambulance response time standard of 12 minutes at the 90th percentile. The requirement includes routine ambulance transportation, Air Show support (CLINs priced for 2027 and 2029 only), and a phase-in period (CLIN 0004) ending no later than January 27, 2027, with base performance beginning January 28, 2027. Historical data indicates approximately 425 annual ambulance runs, though offerors must develop pricing based on independent business judgment. The contractor must furnish all ambulances and emergency vehicles with required medical equipment; Government-furnished property is limited to four portable radios and living quarters at two facilities (Building 117 and 1001) with two beds each, restrooms, showers, kitchen, and laundry. The contractor shall not bill patients directly; instead, services are paid entirely by the Government, and contractors must complete DD Form 2569 (Third Party Collections) for all transported personnel. Acceptable excusable delays causing response times to exceed 12 minutes include Force Protection Condition changes, airfield command holds, and severe weather events. The contractor must comply with Oklahoma State Department of Health EMS licensing requirements, provide an Oklahoma-licensed Medical Director, obtain active Oklahoma EMS licenses for all personnel, and maintain an initial employee list including names and position titles before contract start. Small-business prime contractors may utilize subcontractors (including separate subcontractors for Air Show CLINs) provided the prime remains responsible for overall performance and compliance with 50% subcontracting limitations measured separately for the base period and each option period. Air Show requirements include provision of two additional ambulance transport units beyond routine fleet, climate-controlled triage and rehabilitation areas, and a Medical Branch Director serving as a subject-matter expert supporting the Incident Management Team/NIMS ICS structure. The Government does not prescribe staffing ratios or provide specific Air Show dates, schedules, or historical utilization data; contractors must propose resources sufficient to meet PWS performance requirements. Compliance with wage determination requirements and FAR 52.222-43 governs price adjustments for new Department of Labor wage determinations. Phase-in activities must include workforce transition, employee interviews, access processing, credentialing, training, orientation, licensing, facility familiarization, and coordination with the incumbent and Government, with all costs included in CLIN 0004.

Q&A #2 - Solicitation FA810124R0004
27. HISTORICAL CALL / TRANSPORT VOLUME
The previously issued Questions and Answers indicate approximately 425 ambulance runs during the previous 12 months.
If available, could the Government please provide any additional breakdown of that historical volume, such as:
• Number of calls resulting in patient transport
• Number of calls not resulting in transport
• Interfacility transports versus emergency-response transports
• Any significant seasonal or event-related fluctuations
If no additional breakdown is available, please confirm that offerors should base their pricing assumptions on the approximately 425 annual runs previously provided.
*The approximately 425 annual runs reflect historical workload data from the predecessor contract and are provided for informational purposes only. Offerors should develop pricing based on their independent business judgment and all solicitation requirements.
28. PATIENT / THIRD-PARTY BILLING
Please clarify whether the contractor performing ambulance transportation services is permitted to bill:
• The transported patient
• Private health insurance
• Medicare or Medicaid
• TRICARE
• Any other third-party payer
If third-party billing is permitted, please clarify whether the contractor retains those collections or whether any such revenue must be credited against the Government contract price.
If third-party billing is not permitted, please confirm that all costs associated with ambulance transportation should be included within the contractor’s firm-fixed contract pricing.
* In accordance with Attachment 2 – PWS, Paragraph 1. “These services will be paid for by the Government with no-billing of the patients by the Contractor.”
Additionally, according to attachment 2 – PWS, paragraph 1.9.1 “The Contractor shall be required to complete the DD Form 2569 Third Party Collections (TPC) form for all personnel transported.”
29. SERVICE / COVERAGE AREA
Please provide the approximate total geographic coverage area, in square miles if available, for the ambulance-service requirement.
The solicitation references Tinker AFB and designated off-base Tinker facilities. Please also clarify whether there are specific recurring off-base facilities or locations that the contractor should include when developing its staffing, fleet, fuel, and response-time assumptions.
* Offerors are responsible for developing their staffing, fleet, fuel, and response-time assumptions using the solicitation requirements and their independent business judgment.
30. TYPICAL PATIENT TRANSPORT DESTINATIONS
Please identify the hospitals, emergency departments, medical centers, or other receiving facilities most commonly used for patient transports originating from Tinker AFB.
If available, please also provide:
• Typical or average one-way transport distance
• Approximate maximum routine transport distance
• Whether transports are generally concentrated within the Oklahoma City metropolitan area
• Whether long-distance or out-of-area transports are anticipated under this requirement
This information will help prospective performing providers accurately estimate ambulance utilization, mileage, staffing, fuel, maintenance, and backup-coverage requirements.
* Transport destinations will vary based on each patient’s medical needs and the availability of an appropriate receiving medical facility at the time of transport. The Government does not guarantee transport destination, mileage, utilization, or volume beyond the terms expressly stated in the solicitation.
31. Will the government consider holding an on-site pre-proposal conference for this effort?
* We do not plan on holding a pre-proposal conference.
32. Please confirm that the 12-minute response clock begins when the Tinker Fire Department Emergency Communication Center dispatches the call and ends when the ambulance arrives at the incident location.
* The 12-minute response clock begins when the Tinker Fire Department Emergency Communication Center dispatches the call and ends when the ambulance arrives at the incident location. Please refer to attachment 2 – PWS paragraph 1.8 for more information.
33. What documentation must the contractor provide to establish that a delay was caused by an excusable event, such as a Force Protection Condition change, airfield hold, severe weather, gate delay, or Government-directed restriction?
* According to attachment 2 – PWS paragraph 1.8.7 “The Contractor shall notify TFD dispatch when delays are encountered which will result in response times exceeding 12 minutes.”
34. Will delays caused by access-control procedures, security screening, road closures, traffic restrictions, or unusually distant locations be excluded when the contractor followed all required procedures?
* Please refer to attachment 2 – PWS paragraph 1.8.9, “Response delays caused by factors beyond contractor’s reasonable control and without its fault or negligence will not be counted against the contractor’s 90th percentile performance metric. Allowable excusable delays include but are not limited to: (a) Official Force Protection Condition level change,
(b) Airfield command holds, (c) Severe weather events.”
35. Appendix A states approximately 425 runs for the past 12 months. Please identify whether this figure includes all calls, only transports, or only calls handled by the current contractor.
* The approximately 425 annual runs reflect historical workload data from the predecessor contract and are provided for informational purposes only.
36. Please provide the number of calls occurring during weekdays from 0600 to 1800, weekdays from 1800 to 0600, weekends, holidays, and special events.
* The PWS requires continuous 24/7 coverage, including weekends and federal holidays, but does not provide historical call-volume data by weekday, nighttime, weekend, holiday, or special-event period. For special event please refer to attachment 2 – PWS paragraph 2.
37. How many calls historically required a secondary unit, and how many calls involved simultaneous incidents?
*This information is not available.
38. Please clarify whether licenses, medical-director agreements, protocols, insurance evidence, and the Mission Essential Services Plan may be submitted as appendices to the technical volume.
* Yes, this is fine.
39. Does “secondary EMS” in this response refer to an incumbent Contractor-operated ambulance, Tinker AFB Government EMS resource, or an outside/mutual-aid EMS provider? If Contractor-operated, please identify whether that secondary resource is normally stationed on or off the installation.
* It is the offeror’s responsibility to propose a staffing model and fleet plan -including primary and backup coverage- that continuously satisfy all PWS requirements.
40. The PWS requires the Contractor, in conjunction with the MTF, to request an alternate staffing pattern from OSDH involving flight-line ambulance support while stating that this does not eliminate the Contractor's secondary-response obligation. Is an OSDH-approved alternate staffing pattern currently in effect for this requirement? If so, will the Government provide the current approved staffing pattern or relevant approval documentation to offerors, if releasable, to assist in developing a compliant successor staffing model?
* There isn’t a secondary response at this time so will not be able to provide any documentation.
41. The PWS identifies Government-furnished living/operating facilities and quality-of-life furnishings, while the Q&A released on 09/22/26 confirms the staging facility is co-located with Tinker Fire Department. Please identify the sleeping accommodations available to the Contractor's 24-hour crew, including the number of beds/sleeping rooms and whether restroom, shower, kitchen, and laundry facilities are available to Contractor personnel.
Provided living and operating facilities will be sufficient in producing a working environment conducive to effective performance of the task required under this contract.
Government furnished living quarters include 2 beds per facility (bldg. 117 and 1001), restrooms, showers, kitchen, and laundry facilities.
42. ADDENDUM TO 52.212-1 INSTRUCTIONS TO OFFERORS currently does not include instructions on page limitations, font sizes, font requirements or file naming conventions for each volume. Does the Government have any preferences regarding proposal volumes page limitations, font requirements, file size limits, file naming conventions, or required number of attachments?
* While specific file naming conventions are not mandatory, offerors are requested to include the applicable evaluation factor in each file name (e.g., 'Factor 2 - Past Performance').
43. Does the Tinker Fire Department have the capacity to house two Contractor 24-hour units?
* Provided living and operating facilities will be sufficient in producing a working environment conducive to effective performance of the task required under this contract.
44. A prospective ambulance-service provider has requested additional information regarding the required geographic service area so that it can accurately develop its fleet-placement, staffing, and response-time approach.
* SERVICE AREA COVERAGE MAP
* Does the Government have a service-area coverage map identifying the geographic boundaries that the contractor will be responsible for covering under this requirement?
* If a formal coverage map is available, please provide it or identify where it can be accessed within the solicitation package.
* If a formal map is not available, please clarify the following
• The geographic boundaries of the required ambulance-service coverage area • Whether the required coverage area is limited to Tinker AFB proper or extends beyond the installation • The specific designated off-base Tinker facilities or locations included within the requirement • Whether all designated off-base facilities are subject to the same 12-minute initial-arriving ambulance response standard • Whether the 12-minute / 90th-percentile response standard is measured from a designated on-base ambulance staging location, or whether the contractor may determine ambulance staging locations based on its operational approach • Whether the Government has historical information identifying where emergency calls most commonly originate within the required service area
This information is important because the contractor must develop an operational plan capable of achieving the required initial-arriving ambulance response within 12 minutes at the 90th percentile while maintaining adequate primary, secondary, backup, and replacement coverage.
If there are any existing maps, diagrams, facility lists, historical response-area data, or other Government-furnished information that offerors should use when developing their coverage model, we would appreciate receiving or being directed to those materials.
* Please refer to attachment 2 – PWS paragraph 1, for coverage area and specific location.
* Information provided in attachment 2 – PWS appendix A reflect historical workload data from the predecessor contract and are provided for informational purposes only.
* Offerors shall develop their assumptions using solicitation, PWS, and their independent business judgment.
45. Q&A 27 support package. Please identify the point of contact and method to obtain the procurement-neutral Tinker support documentation, service-area and jurisdiction information, map assumptions, and site/inspection access assumptions referenced in Q&A 27, and confirm the package will be released in time for the 20 October proposal. We will draft operational maps from the PWS facility list and that package. We are not requesting a pre-proposal site visit.
• The solicitation identifies the Contracting Officer as the point of contact in SF 1449 Block 7. If the Government determines that additional releasable, procurement-neutral information is necessary, it will be provided to all offerors by solicitation amendment.
46. Phase-in, CLIN 0004. Please confirm the incoming contractor is not required to post a staffed ambulance or meet the 12-minute 90th-percentile standard until 28 January 2027, and that CLIN 0004 remains payable if Government processing of EAL, VEAL, or DBIDS extends beyond the contractor’s control.
• CLIN 0004 is a firm-fixed-price phase-in CLIN under PWS paragraph 1.15. Base performance under CLIN 0001 begins on 28 January 2027. The PWS provides for UP to 30 calendar days of phase-in and states that full performance begins after phase-in. Accordingly, the routine 24/7 ambulance-service performance requirement and associated response-time standard apply once the phase-in period concludes on 28 January 2027. The contractor remains responsible for completing required phase-in activities before that date. EAL, VEAL, and DBIDS processing requirements remain applicable.
47. Air Show years. Air Show support is priced only on CLIN 0003 (2027) and Option CLIN 2003 (2029). If an Air Show is held in 2028 or 2030, will the Government add a separately priced CLIN by modification, or is no Air Show required in those years?
• No Air Show requirement is included in the current solicitation for 2028 or 2030.
The Government makes no commitment regarding potential future requirements outside the scope of the current solicitation.
48. Air Show increment. Please confirm the two additional transport units in PWS 2.1.2 are incremental to the daily fleet on CLINs 0001/1001/2001/3001, and whether tents, HVAC, or other climate-control structures for triage/rehab (PWS 2.1.6) are Government-furnished or contractor-furnished on CLINs 0003 and 2003. We will propose the additional headcount.
We are not asking the Government to prescribe staffing ratios.
• Yes. The two transport units required by PWS paragraph 2.1.2 are additional to the routine ambulance-service requirement. Under PWS paragraph 2.1.6, the contractor shall provide and staff climate-controlled triage and rehabilitation areas. Offerors shall propose resources sufficient to meet the PWS performance requirements; the Government does not prescribe staffing ratios.
49. GFP radios. PWS 4.1.3.1 states three handheld LMRs. Attachment 5 lists four Motorola APX4000 portable radios, NSN 5820-01-518-2921. Which quantity governs at start of performance?
• The GFP attachment 5 contains the correct totals. The current total number of portable radios is four (4).
50. Shore power. Please confirm whether 120/240V shore power for contractor ambulances is available at the Government-furnished Fire Department bay or must be contractor-arranged.
• There will be standard shore power available at the Fire Department.
51. Flight-line ambulance, PWS 1.15.3.5. Please confirm whether the flight-line ambulance support referenced as backup in the OSDH alternate-staffing request is a Government asset or a contractor asset.
• Contractor’s asset, The PWS expressly states that flight-line support does not relieve the contractor of the secondary-response requirement.
52. Please confirm whether a small-business prime contractor may utilize one qualified Oklahoma-licensed ambulance subcontractor for the routine 24/7/365 ambulance requirement while utilizing a separate qualified subcontractor for Air Show CLIN requirements, provided the prime remains responsible for overall contract performance and complies with all applicable limitations on subcontracting.
• The solicitation does not prohibit subcontracting, the prime contractor must provide proof of the subcontractor’s active Oklahoma EMS license, medical direction agreement, and state certifications within its technical proposal, provided the prime remains responsible for overall performance and the proposal complies with all solicitation requirements, applicable licensing requirements, and FAR 52.219-14. The Government will evaluate proposals as submitted and does not pre-approve a particular offeror’s business arrangement through this Q&A.
53. If the routine ambulance-service subcontractor qualifies as a similarly situated small-business entity under the applicable NAICS code, please confirm that performance/payment to that entity would be treated in accordance with FAR 52.219-14 and applicable SBA regulations concerning similarly situated entities.
• Work performed by, and payments made to, a qualified "similarly situated entity" are excluded from the 50% subcontracting limitation calculation. Such work is credited toward the prime contractor’s required performance threshold, provided the subcontractor meets all statutory criteria at the time of proposal submission and throughout contract performance.
54. If a separate subcontractor used only for the Air Show CLINs is an other-than-small business, please confirm that amounts paid to that subcontractor would count toward the applicable limitation on subcontracting only as required by FAR 52.219-14 and the terms of the solicitation.
• Amounts paid to an other-than-small business subcontractor solely performing the Air Show CLINs will count toward the total contract-level subcontracting limitation in accordance with RFO 52.219-14.
55. Please confirm whether compliance with the limitation on subcontracting is measured separately for the base period and each individual option period, as indicated in the solicitation, rather than cumulatively across the entire contract period.
• The solicitation’s FAR 52.219-14 provision specifies compliance by the end of the base term and by the end of each subsequent option period, rather than cumulatively across the entire potential contract term.
56. If a separate Air Show subcontractor is proposed, please clarify what documentation relating to that subcontractor must be included in the original proposal, including licensing, medical direction, insurance, personnel credentials, technical approach, commitment letters, and past performance.
• Offerors shall comply with all Attachment 2 - PWS and Attachment 3 proposal-submission instructions.
57. Please confirm whether the Air Show subcontractor would be required to operate under the routine ambulance-service provider’s Oklahoma EMS license and medical-direction structure, or whether the Air Show subcontractor may perform under its own applicable Oklahoma EMS license, Medical Director, and clinical protocols.
• The PWS requires the ambulance service provider to be licensed by the Oklahoma State Department of Health, EMS Division, to provide ambulance services on and around Tinker AFB.
58. Please confirm whether the Government would consider the proposed structure compliant so long as RYD Global retains overall prime-contract responsibility and the subcontracted entities independently satisfy all licensing, credentialing, insurance, medical-direction, and performance requirements applicable to the work each entity performs.
• The prime contractor remains responsible for performance of the resulting contract. The prime contractor must provide proof of the subcontractor’s active Oklahoma EMS license, medical direction agreement, and state certifications within its technical proposal.
59. Secondary Ambulance Availability: May a secondary or backup ambulance remain off-installation and perform other commercial or emergency-response work when not required at Tinker AFB, provided the unit and personnel maintain all required installation access credentials and can consistently satisfy the contractual response-time requirements?
• The contractor must provide 24/7 response, meet the 12-minute/90th-percentile standard for the initial arriving unit, provide backup support, and notify Tinker Fire Dispatch when an ambulance leaves Building 117 or is out of service.
60. Mutual Aid / Backup Resources: May the contractor utilize contractual mutual-aid arrangements with another properly licensed Oklahoma ambulance provider for simultaneous calls, temporary vehicle outages, or emergency backup coverage, or must all backup resources be owned, leased, or directly controlled by the primary ambulance provider?
• Offerors may propose mutual-aid or similar arrangements, provided the proposed arrangement satisfies all applicable licensing, access, availability, response-time, and performance requirements. The prime contractor remains responsible for contract performance.
61. Medical Direction: Please confirm whether the ambulance-service provider is responsible for furnishing and funding its own Oklahoma-licensed physician Medical Director, including clinical protocols and medical control, and whether the MTF Director referenced in the PWS serves only in a Government oversight capacity.
• According to Attachment 2-PWS Para 1.20.4 The Contractor shall report to the MTF Director or his/her designee.
• In addition, Attachment 2-PWS Para 2.1.3 for special events states “The Contractor shall provide a Medical Branch Director (SME) and support staff to Incident Management Team/NIMS ICS Structure for the Air Show Event.”
62. Service-Area Licensing: If an ambulance provider currently holds an active Oklahoma EMS ambulance-service license but its approved service area does not specifically include Tinker AFB, is an amendment or separate authorization required? If so, must that approval be completed before proposal submission, award, or commencement of performance?
• Attachement 2 - PWS paragraph 1.15.3.1 requires the ambulance service provider to hold a license to provide ambulance services on and around Tinker AFB. Offerors are responsible for determining with the Oklahoma State
Department of Health whether an amendment or other service-area authorization is required for their proposed performance model.
63. Personnel Documentation: For an already licensed Oklahoma ambulance-service provider, must all EMTs and paramedics anticipated to work the contract be individually identified and credentialed at proposal submission, or may the offeror identify key personnel and finalize the complete shift roster during phase-in? Please also clarify which positions the Government considers “key personnel.”
• The PWS requires an initial employee list, including names and position titles, before contract start. It also requires EMT-paramedic license documentation within five working days before the period of performance begins. The Contract Manager and alternate are specifically identified under PWS paragraph 1.2.1.
The solicitation does not require all anticipated EMTs and paramedics to be individually identified at proposal submission and does not define additional “key personnel” beyond the Contract Manager and alternate.
64. Third-Party Billing: Please clarify whether the firm-fixed-price contract payment represents the contractor’s sole compensation for patient transports. May the contractor or ambulance-service provider bill Medicare, TRICARE, private insurance, or patients for authorized transports, or are all third-party collections administered exclusively by the Government?
• In accordance with Attachment 2 – PWS, Paragraph 1.
65. Phase-In: Please clarify the required activities and anticipated period associated with Phase-In CLIN 0004, including whether dedicated personnel must be available during phase-in and what costs the Government anticipates offerors including within that CLIN.
• CLIN 0004 is a firm-fixed-price phase-in CLIN. The PWS provides for up to 30 calendar days and identifies, at a minimum, workforce transition/hiring, employee interviews, access-processing submissions, credentialing, training, orientation, licensing, facility familiarization, map availability, and coordination with the incumbent and Government. Offerors shall include all costs required to accomplish those phase-in obligations in CLIN 0004.
66. Government-Furnished Facility: Please provide additional information regarding the Government-furnished crew/staging facility, including availability of ambulance-bay or covered parking, sleeping/rest areas, restrooms/showers, kitchen facilities, office space, storage, shore power, internet connectivity, and any other Government-furnished resources.
• Refer to question 41.
67. Air Show Resources: Please identify the minimum contractor-provided staffing and equipment required for Air Show CLIN 0003 and Option CLIN 2003, including ambulances, EMTs, paramedics, supervisors, Medical Branch Director/support personnel, triage personnel, rehabilitation personnel, and patient-movement resources.
• The Government does not prescribe staffing and equipment ratios. However, contractor must meet the requirement identified in Attachment 2 and Attachment 3 for special events.
68. Air Show Schedule: Please provide, if available, the anticipated dates, operating hours, setup/tear-down requirements, rehearsals, planning meetings, tabletop exercises, and other pre-event requirements associated with the 2027 Air Show.
• Specific dates, hours, setup/tear-down periods, rehearsals, planning meetings, and tabletop exercises are not available in the solicitation documents. The contractor shall comply with Attachment 2 - PWS paragraph 2.1.4 and participate in planning committees and pre-Air Show exercises as scheduled by the Government after award.
69. Historical Air Show Utilization: If available, please provide historical EMS utilization from the most recent Tinker Air Show, including approximate patient contacts, ALS/BLS calls, transports, ambulances utilized, EMS personnel utilized, and hours of coverage.
• This information is not available.
70. Government-Furnished Air Show Resources: Please identify any Government-furnished resources available during the Air Show, including tents or climate-controlled treatment areas, power, communications equipment, cots, tables/chairs, patient-transport equipment, water/ice, oxygen, medical supplies, or similar infrastructure.
• The contractor shall provide and staff climate-controlled triage and rehabilitation areas as required by PWS paragraph 2.1.6.
71. Medical Branch Director: Please clarify the minimum qualifications required for the Air Show Medical Branch Director, including any Oklahoma licensure, NIMS/ICS certifications, physician/paramedic requirements, and minimum experience requirements.
• Attachment 2-PWS Para 2.1.3 requires a Medical Branch Director who is a subject-matter expert and supports the Air Show Incident Management
Team/NIMS ICS structure. Offerors shall propose personnel qualified to perform the required functions and comply with applicable law and regulation.
72. FA810124C0003 ends 27 September 2026. Offers are due 13 October 2026.
What is the current anticipated award date, phase-in start, and performance start?
• Contract FA810124C0003 was extended to 27 January 2027. The Phase-in Period should end NLT 27 January 2027 and performance under CLIN 0001 is anticipated to start NLT 28 January 2028.
73. Confirm GFP is limited to the four portable radios in Attachment 5 and quarters at B117. The contractor must furnish all ambulances, including the Air Show units?
• According to Attachment 2 PWS paragraph 1.28.1. “Contractor shall be required to provide all emergency vehicles equipped with the required medical equipment to provide health care services IAW this PWS.”
74. SF 1449 prices Air Show lots only on CLIN 0003 (2027) and 2003 (2029). Confirm there is no Air Show requirement in OY1 or OY3, and that 0003/2003 are the sole evaluated Air Show prices?
• There are no Air Show CLINs in Option Year 1 or Option Year 3. Under Attachment 3, the Total Evaluated Price includes all priced base and option CLINs; therefore, CLINs 0003 and 2003 are the only Air Show prices included in the current evaluation.
75. Confirm TEP equals the sum of priced CLINs 0001, 0003, 0004, 1001, 2001, 2003, and 3001 plus six months at the CLIN 3001 unit price, and that offerors should not enter a dollar amount for 52.217-8 on the SF 1449.
• TEP equals the sum of all priced CLINs, in addition to the six-month extension IAW FAR Clause 52.217-8, which will be calculated by the Government using the final month price of Option Year 3 and multiplied by six (to represent a six-month extension). The six-month extension price should NOT be entered by the contractor.
76. Confirm the Government expects offerors to propose a conformed EMT- Paramedic class after award via SF 1444, that the proposed hourly rate and WD H&W must appear in the price-volume crosswalk, and that the Contract Manager is not required to be an SCA-covered classification if the position meets 29 CFR 541.
• Contractors are responsible for determining the appropriate staffing necessary to perform the contract work and for complying with the minimum wage and benefits requirements for each classification performing work on the contract after it is awarded. When a contractor receives a solicitation or proposed contract modification, the contractor determines if the work to be performed by employees is covered by any of the classifications listed on the wage determination. If a classification considered necessary for performance of the work is not listed on the applicable wage determination, the contractor who is awarded the contract will need to initiate a request for approval of an additional classification along with the proposed wage and benefit rates for that classification in accordance with DOL conformance procedures published by the DOL.
77. If a later WD lists a Paramedic line or changes H&W, will 52.222-43 be the exclusive adjustment method, and should offerors price all option years at the current WD without escalation?
• FAR 52.222-43 governs price adjustments for multiple-year and option service contracts affected by new Department of Labor (DOL) wage determinations
78. Identify the primary and alternate receiving facilities and whether intercept or rendezvous with a second unit is authorized when the 12-minute / 90th clock is at risk on the named satellites (Area D, South Post, Fuels, Twaddle, Glennwood, MROTC).
• Offerors shall not assume such authority; any post-award operational procedures will be coordinated with the Government and must comply with applicable clinical and EMS requirements.
79. Appendix A states 425 “runs”, may we simply clarify if this is expected ‘responses’ or actual ‘transports’. Further, is there data available to determine when call volumes are highest?
• The approximately 425 annual runs reflect historical workload data from the predecessor contract and are provided for informational purposes only.
80. The statement on Page 2 of the PWS is clear in no patient billing. However, would this also refer to civilian visitors and/or contractors who may be visiting or working on the base?
* In accordance with Attachment 2 – PWS, Paragraph 1. “These services will be paid for by the Government with no-billing of the patients by the Contractor.” Additionally, according to attachment 2 – PWS, paragraph 1.9.1 “The Contractor shall be required to complete the DD Form 2569 Third Party Collections (TPC) form for all personnel transported.”
81. Currently, how many trucks are regularly staffed and at what times of the day and days of the week?
• The Government will not provide this information at this time.
82. During the PWS 1.15 phase-in, will the incoming contractor have escorted access to B117, GFP radios for inventory, and TFD dispatch for ride-alongs before the performance start date?
• Such activities may be coordinated after award, subject to security, mission, and incumbent non-interference requirements.
83. Will the Government provide, after award, a list of incumbent contractor personnel and classifications under FAR 52.222-41 successor-contractor rules so vacation credit and hiring can be planned during phase-in?
• Such activities may be coordinated after award
