About this opportunity

The Air Force Research Laboratory at Wright-Patterson Air Force Base, Ohio, is seeking commercial construction services to paint the interior atrium of Building 840, a comprehensive project involving approximately 40,000 square feet of vertical surfaces including walls, doors, soffits, and architectural features within a multi-story atrium with heights ranging from 26 to 56 feet. The contractor must provide all labor, materials, equipment, and supervision to complete surface preparation, priming, and application of two coats of paint, along with replacing vinyl cove base throughout the project area. Key requirements include U.S. citizenship for all contractor personnel, compliance with OSHA and Air Force safety standards, and adherence to Master Painters Institute approved products with specific environmental certifications. The government will evaluate offers using FAR 52.212-2 provisions, awarding to the responsible offeror whose quote is most advantageous considering price and other factors. The original solicitation was issued on August 7, 2025, with amendments extending the proposal due date to September 3, 2025, and including site visit Q&A responses and additional contract documentation.

This opportunity is designated as a Total Small Business set-aside under NAICS code 238320 (Painting and Wall Covering Contractors) with a size standard of $19 million in annual receipts. The government has disclosed an estimated price range between $100,000 and $250,000 for this firm fixed-price contract, which requires performance and payment bonds within 10 calendar days of award. The contractor will have 180 calendar days from the date of award to complete all work, with performance scheduled to begin within 10 days of contract award and extending from September 29, 2025, to March 26, 2026. Work will be performed at Wright-Patterson Air Force Base in Ohio, specifically at Building 840 located at 2510 5th Street, with normal business hours restricted to 7:00 AM to 4:00 PM, Monday through Friday, unless prior approval is obtained. The contract includes a one-year construction warranty and requires the contractor to provide five gallons of each paint type for future government maintenance use.
