About this opportunity

The National Park Service Midwest Region seeks quotes for replacement of 23 damaged fiberglass security bollards at Padre Island National Seashore in Corpus Christi, Texas, with proposals due June 3 at 1:00 PM local time. This is a total small business set-aside.

Work encompasses removal of damaged bollards and installation of 23 replacement fiberglass bollards (Pearson Pilings or approved equal) with 12-inch diameters and black conical caps, plus installation of 10 aluminum directional placards at two sites along Malaquite Beach approximately 4.65 miles apart. Installation requires hydro-jetting to a minimum depth of 8 feet using adjacent saltwater sources. The contractor must complete all work within 60 calendar days of Notice to Proceed, with a mandatory 10-day performance start requirement. On-site clean beach sand may be used for piling infill provided it is free of debris or contaminants; imported sand is not required unless site conditions warrant it due to excessive moisture or salinity. Contractors may propose alternative approaches for contracting officer approval.

Key personnel qualifications include a Professional Engineer licensed in Texas for pile design and a Geotechnical Engineer for installation monitoring. Davis-Bacon prevailing wage rates apply, with a minimum wage of $15.00 per hour under Executive Order 14026. Liability insurance is required at $50,000 per person / $100,000 per occurrence / $100,000 property damage. A 100% payment bond and 45-day acceptance window are mandatory.

Evaluation considers technical capability and experience (project references within the past three years, preferably coastal or water-impacted environments) and price reasonableness. Award will be made on a firm fixed-price basis to the responsible offeror offering best value. NAICS 238990; PSC Y1BC. A pre-bid site visit occurred May 14; Amendment 0002 clarified sand infill requirements as of May 28. Contracting Officer Joanie M. Brzezinski, 605-574-0515 or joan_brzezinski@ios.doi.gov.
