About this file
This is Amendment 0002 to a solicitation for replacement of damaged security bollards at Padre Island National Seashore. The amendment, effective May 28, 2026, is issued by the National Park Service, MWR—Nekota MABO (DOI) located in Rapid City, South Dakota. The solicitation number is 140P6326Q0013, and this is modification number 0002.
The amendment provides a government response to Question 4 from the Questions and Answers document, which is incorporated into the solicitation. The question addressed sand infill requirements for fiberglass pilings in the project scope. The government clarifies that contractors must embed fiberglass pilings directly into the ground, infill the bollards with sand, and secure black cone-style piling caps with fasteners per Section 4.3.6 and project drawings. On-site beach sand may be used for infill provided it is clean and free of debris or contaminants; imported sand is not mandated unless site conditions warrant it due to excessive moisture or salinity. Contractors may propose alternative approaches for contracting officer approval. No other changes to the solicitation are made. Contractors must acknowledge receipt of this amendment per the original solicitation instructions. For administrative inquiries, contact Joanie Brzezinski at joan_brzezinski@ios.doi.gov or (605) 574-0515.

Amendment 0002 Padre Island National
Seashore-Replace damaged security bollards at closed beach.
The purpose of this amendment is to provide a response to Question 4 from Questions and
Answers. Questions and Answers are incorporated into the solicitation.
Question 4:
Reference is made to sand infill in the project scope. Please clarify whether the top half of the pilings is to be infilled with sand prior to installing the pile caps. If sand infill is required, may on-site sand be utilized, or must clean imported sand be provided? If imported sand is necessary, please provide any requirements regarding sand type, gradation, or approved sources.
Government Response:
Yes, embed the fiberglass pilings directly into the ground, infill the bollards with sand, and then secure the black cone-style piling caps with fasteners (per Section 4.3.6 and drawings). On-site beach sand may be used for infill provided it is clean and free of debris/contaminants. The goal is to prevent internal rot/splintering while maintaining structural integrity. No specific gradation or imported sand is mandated unless site conditions (e.g., excessive moisture/salinity) warrant it¿propose any alternatives for CO approval.
There are no other changes to the solicitation.
Contractors must acknowledge receipt of this amendment in accordance with the solicitation instructions.
