About this file
This document is a General Decision (Wage Determination) issued by the U.S. Department of Labor under decision number TX20260085, effective May 18, 2026, covering heavy construction projects in 15 Texas counties including Brooks, Dimmit, Duval, Frio, Jim Hogg, Kenedy, Kinney, La Salle, Maverick, McMullen, Starr, Uvalde, Willacy, Zapata, and Zavala.
The wage determination establishes prevailing wage rates for various construction classifications, including Truck Driver ($10.80/hour), Loader Operator-Front End ($11.52/hour), Bulldozer Operator ($14.25/hour), Backhoe/Trackhoe Operator ($14.00/hour), Pipelayer ($10.65/hour), Common or General Laborer ($9.00/hour), and Cement Mason/Concrete Finisher ($13.00/hour). Welders receive rates prescribed for craft-performing operations incidental to welding. The determination applies to all Davis-Bacon Act contracts awarded on or after January 1, 2017. Contractors subject to Executive Order 13786 must provide paid sick leave (1 hour per 30 hours worked, up to 56 hours annually) for employees, including coverage for illness, injury, family care, and domestic violence or sexual assault assistance. Executive Order 13658 applies to contracts awarded between January 1, 2015, and January 29, 2022, requiring a minimum wage of $13.65 per hour through December 31, 2026, with annual adjustments. The document explains rate identifier classifications: Union rates (indicated by characters other than ◆SU◆, ◆UAVG◆, ◆SA◆, or ◆SC◆), Union Average rates (◆UAVG◆), Survey rates (◆SU◆), and State Adopted rates (◆SA◆). Inquiries regarding wage determinations should be directed to the WHD Branch of Wage Surveys or the Branch of Construction Wage Determinations at the U.S. Department of Labor.
