About this file
This is a Questions and Answers document for federal contract 140P6326Q0013 addressing the replacement of damaged security bollards at Padre Island National Seashore. The document does not establish contract requirements but clarifies ambiguities in the underlying Statement of Work and specifications through seven questions and government responses.
Key clarifications include: construction vehicles and personnel shall use existing North Beach Access Road and South Beach Access Road per drawings, with coordination required with the Park prior to mobilization; no additional beach driving permits are required beyond standard park entrance requirements and USACE Nationwide Permit 3 (Maintenance) compliance; 12-inch diameter fiberglass pilings (Pearson or approved equal) with epoxy/vinyl ester resin matrix and polyurethane coating are acceptable for quoting; on-site sand may be utilized for piling infill, though the government response to Question 4 repeats the question without providing a definitive answer; independent monitoring by a qualified engineer for pile installation is not required, though contractors may elect it at their own expense for quality control purposes; extra signs for storage are not required; and vegetation restoration or replanting is not required unless construction activities cause unintended damage, with work limited to a minimal 2-foot radius excavation around each bollard and restoration to original condition at no additional cost to the government if damage occurs.

Padre Island National Seashore-Replace Damaged Security Bollards
Question 1:
Could you please provide details on the planned ingress and egress routes for construction vehicles, equipment, and personnel? Additionally, is there a designated laydown area for material storage, and are specific locations identified for dumpsters or waste containers?
Government Response:
Ingress and egress for construction vehicles, equipment, and personnel shall utilize the existing
North Beach Access Road and South Beach Access Road as shown on the drawings (Sheets C1 and C2). Coordinate exact routes and any temporary closures with the Park prior to mobilization
(per Section 4.1 and Special Conditions 7.5). No designated laydown area is provided on-site due to the sensitive beach environment; the contractor shall propose a minimal-impact staging area for approval by the COR. Construction debris and waste containers (e.g., dumpsters) shall be located off the beach where feasible and removed daily or as needed. All waste shall be transported to an approved facility (per Section 4.4.1). Minimize sand disturbance and restore any impacted areas.
Question 2:
Is there a permit requirement to get on the beach?
Government Response:
The contractor and all personnel/vehicles must comply with Padre Island National Seashore policies. No additional special beach driving permit is required beyond park entrance requirements and coordination with the Park for project access. Follow all Superintendent’s
Compendium restrictions and notify the Contracting Officer at least 2 days prior to equipment mobilization (per Special Conditions 7.3 and 7.8). The project is covered under USACE
Nationwide Permit 3 (Maintenance), which the contractor must comply with.
Question 3:
Per the specifications, pilings are noted as 10"-14" diameter Pearson fiberglass. Would 12" diameter pilings be acceptable for quoting?
Government Response:
Yes, 12-inch diameter fiberglass pilings (Pearson Pilings or approved equal) are acceptable and match the SOW direction in Section 4.3.4. The contractor shall measure each existing bollard location to confirm appropriate sizing for replacements, ensuring they meet all material specifications (epoxy/vinyl ester resin matrix, e-glass filaments, polyurethane coating, etc.) and performance requirements. Any deviation requires prior approval from the Contracting Officer.
Question 4:
Reference is made to sand infill in the project scope. Please clarify whether the top half of the pilings is to be infilled with sand prior to installing the pile caps. If sand infill is required, may on-site sand be utilized, or must clean imported sand be provided? If imported sand is necessary, please provide any requirements regarding sand type, gradation, or approved sources.
Government Response:

If imported sand is necessary, please provide any requirements regarding sand type, gradation, or approved sources.
Question 5:
The project specifications in Section 1.7 C address monitoring of pile installation by a qualified engineer. Please confirm whether this engineering monitoring is required for the project.
Government Response:
The SOW (Section 4.3) does not require independent monitoring by a qualified engineer for pile installation. The contractor is responsible for proper installation using hydro-jetting (8 ft embedment minimum), ensuring vertical plumb alignment, uniform height (7 ft above grade), and 6 ft spacing. The Park will conduct final inspection for acceptance (Section 4.4.2). If the contractor’s means and methods necessitate it for quality control, it is at the contractor’s discretion and expense.
Question 6:
Per Section 1.9 (Maintenance Materials), are the extra signs for storage required? If yes, how many additional signs are needed?
Government Response:
NO
Question 7:
Site observations indicate there is no existing vegetation that will be impacted by construction activities. The specifications nonetheless reference vegetation restoration. Please confirm whether any vegetation restoration or replanting is required, and if so, please provide details on the scope and requirements.
Government Response:
No vegetation restoration or replanting is required unless construction activities cause unintended damage to surrounding natural features (per Special Conditions 7.4). The work is limited to a minimal 2-foot radius excavation around each bollard to minimize disturbance
(Section 4.2.1). Restore any disturbed areas to original condition, including removal of debris
(Section 4.4). If damage occurs, repair/replace at no additional cost to the Government.
Equipment must be cleaned of exotic vegetation/seeds prior to entry (Section 7.3).
