About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is soliciting proposals for overhaul and repair services of critical dynamic components for UH-1N helicopters, specifically the Swashplate and Support Assembly, Scissors and Sleeve Assembly, and Main Rotor Mast Assembly. This Firm-Fixed Price, Requirements Type Indefinite Delivery Contract will be competed on a price-only basis, with award made to the lowest-priced, responsible offeror who meets a Special Standard of Responsibility requiring offerors to be either a Bell Certified Service Center, an Air Force qualified source of repair, or to have an approved Source Approval Request (SAR). The evaluation will focus on price reasonableness, pricing balance across program years, and logical progression of rates, with the Total Evaluated Price (TEP) calculated by multiplying proposed unit prices by the Best Estimated Quantities for specific Contract Line Items. Proposals are due no later than February 28, 2026 at 3:00 PM Eastern Standard Time, and all technical questions must be submitted by February 20, 2026, with points of contact being Jessica Cobb and Leigh Ann Taylor at the Air Force Sustainment Center.

This procurement is not a small business set-aside, and current qualified vendors include Bell Helicopter Textron and Arista, who are waived from First Article Inspection requirements due to their pre-qualified status. The contract will run for a one-year basic period plus four one-year optional ordering periods, spanning from FY26 through FY31, with annual estimated quantities of approximately 25 Swashplate units, 12 Scissors and Sleeve units, and 15 Main Rotor Mast units requiring overhaul, plus additional units for Beyond Economical Repair determinations and first article testing. Routine delivery timelines range from 120 calendar days for the Swashplate and Scissors assemblies to 150 calendar days for the Main Rotor Mast assembly, calculated from receipt of the funded delivery order or repairable assets, whichever is later, with early delivery acceptable. The government will furnish certain technical property including repairable assets totaling approximately 125 Swashplate units, 60 Scissors and Sleeve units, and 75 Main Rotor Mast units. Performance of this contract will take place in the United States, with all shipments directed to DLA Distribution in Corpus Christi, Texas.
