About this file

This document is Section L (Instructions, Conditions, and Notices to Offerors) from a Firm-Fixed Price, Requirements Type Indefinite Delivery Contract (IDC) solicitation conducted under FAR Part 12 and FAR Part 15 for UH-1N helicopter dynamic component overhaul services. The acquisition is a price-only competition, and the Government intends to award without discussions but reserves the right to conduct discussions if necessary. Proposals must be submitted by 28 February 2026 at 3:00 PM EST, with the anticipated contract period of performance spanning from FY26 through FY31. The Government reserves the right to make no award and may cancel the solicitation at any time without reimbursing offerors for proposal preparation costs.

The solicitation requires offerors to demonstrate one of three Special Standards of Responsibility criteria: official certification as a Bell Certified Service Center, Air Force qualified source of repair status, or an approved Source Approval Request (SAR). Source pre-qualification requirements may be waived for offerors who have previously qualified for UH-1N dynamic component overhauls or possess Bell authorization for Bell 205, 212, or UH-1N model helicopter component repair and overhaul. Offerors meeting Bell Certification or Air Force criteria are exempt from first article requirements, while those meeting SAR criteria must complete first article testing. Pricing submissions must include completed RFP Attachment 8 Price Spreadsheet and Schedule B with unit and extended prices for ten contract line items (CLINs) covering Swashplate and Support Assembly, Scissors and Sleeve Assembly, and Main Rotor Mast Assembly overhauls, BER/NFF repairs, and first article inspections across five ordering periods. All proposed unit/CLIN prices must be rounded to the nearest whole dollar, with the Government adjusting any non-compliant prices. Supporting documentation demonstrating qualification status and cost or pricing data for price reasonableness determination must be submitted in the Price volume only. Compliance with all proposal requirements is mandatory, and non-compliant proposals will be determined non-responsive.
