This requirement is a Firm-Fixed Price, Requirements Type, Indefinite Delivery Contract (IDC) with task orders to be issued under the contract. The Government intends to select an offeror based upon initial submissions so offerors should submit their best terms in the initial proposal.
The Government reserves the right to make no award. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government shall not reimburse an offeror for any costs.
Each offeror’s proposal shall consist of a completed Price Matrix attachment with a cover letter delineating any exceptions taken to the RFP terms and conditions and total proposed price.
However, offerors are cautioned that any non-compliance with the terms and conditions of the RFP may cause their proposal to be determined non-responsive. Offerors should also ensure that all clauses and provisions that require "fill-in" information are appropriately completed, including the proposed prices associated with the contract line items in the Price Matrix. Offerors shall submit supporting documentation to demonstrate they are Bell Certified, Air Force qualified source of repair, or have an approved Source Approval Request (SAR).
All offerors should propose a price for all CLINs, to include the first article CLINs. Proposed unit/CLIN prices shall be rounded to the nearest whole dollar. The Government adjusted unit/CLIN price will become the offeror’s proposed amount.
Data beyond that required by this instruction shall not be submitted. All data relating to the proposed price must be completed in the attachment of the proposal designated as the Price Matrix. Under no circumstances shall this data and documentation be included elsewhere in the proposal.
Compliance with these requirements is mandatory and failure to comply may result in proposals being determined non-responsive.
The basis for award will be a price only competition; however, this acquisition has established a Special Standard of Responsibility in accordance with FAR 9.104-2. Offerors shall demonstrate one of the following criteria: (1) Official certification as a Bell Certified Service Center (2) Air Force qualified source of repair or (3) provide an approved SAR .
Source Pre-Qualification Requirements may be waived for offerors who have already passed qualification or pre/post-award qualification for the UH-1N Dynamic Components(Swashplate and Support Assembly, Scissors and Sleeve Assembly, Main Rotor Mast Assembly and Tail Rotor hub Assembly). Additionally, offerors who currently possess official certification as a Bell authorized service center for Component Repair and Overhaul for Bell 205, 212, or UH-1N model helicopters or have successfully performed UH-1N Dynamic Component (Swashplate and Support Assembly, Scissors and Sleeve Assembly, Main Rotor Mast Assembly and Tail Rotor hub Assembly) Overhauls in the last (3) years are currently qualified for overhaul of the UH-1N Dynamic Components.

If the potential offeror meets the approved SAR criteria, they shall be required to complete first article requirements.
Offerors shall thoroughly examine all RFP documents and instructions. Failure to do so will be at the offeror’s own risk. The Government shall not pay any offeror for any cost or expenses associated with the preparation of their proposal. Please ensure your proposal contains the Price Matrix attached with pricing information and acknowledge any amendments if applicable. The anticipated period of performance of this contract will begin in FY26 and end in FY31.
