About this opportunity
Naval Sea Systems Command seeks depot-level overhaul, maintenance, repair, and preservation of one 30-foot Barrier Boat (Hull 30BB0701), with proposals due September 11, 2026. The procurement is set aside 100% for Economically Disadvantaged Women-Owned Small Businesses (EDWOSB) under NAICS 336611 with a 1,300-employee size standard.
Place of performance is Kittery, Maine at Portsmouth Naval Shipyard, with secondary work at the contractor's facility. Work must be completed within three months from award and delivery of the vessel to the contractor. The scope includes dry-docking and blocking, structural hull repairs and preservation, fendering, comprehensive servicing of propulsion (Cummins QSL9 diesel engines), electrical, steering, and auxiliary systems, fire suppression certification, and mandatory dock and sea trials. Technical requirements include ultrasonic hull thickness testing, propeller inspection and balancing to 63 RMS microinch surface finish, engine 5,000-hour service maintenance using specified Cummins fluids, and comprehensive preservation painting with anti-fouling bottom coat.
The contract is Firm-Fixed-Price. An unfunded Over and Above work CLIN with a $35,500 not-to-exceed ceiling is available for incidental repairs discovered during performance. Government is furnishing the vessel (unit acquisition cost $1,000,000) in its current condition as reparable property.
Contractor personnel must be U.S. citizens with verified security clearances to access the NAVSEA Controlled Industrial Area. Access to restricted technical drawings (Distribution Statement D) requires active Joint Certification Program (JCP) registration and submission of current DD Form 2345. The procurement does not require a full OPSEC Plan, but contractors must control portable electronic devices and restrict verbal discussion of shipyard operations.
Evaluation weights technical approach, past performance, and price equally. Quotes must be held firm for 60 days. Service Contract Act prevailing wage rates apply (York County, Maine, Determination No. 2015-4015, Revision 35, effective June 25, 2026).
