About this opportunity

The U.S. Army Corps of Engineers, Kansas City District is conducting market research for a design-bid-build construction project focused on Over the Horizon Radar facilities in remote areas of Oregon, classified under NAICS 236220 (Commercial and Institutional Building Construction). The government is seeking qualified construction contractors capable of executing commercial and institutional building construction in remote locations with minimal utility infrastructure and limited local workforce availability. Key requirements include the ability to mobilize and perform work at two geographically separated sites simultaneously, manage aggressive construction schedules with phased work sequencing to accommodate concurrent equipment installation, and coordinate with the radar system integrator. The government is gathering industry feedback through two specific questionnaires—an Industry Feedback Questionnaire addressing scheduling acceleration, crew mobilization, labor availability, and supply chain lead times, and a PLA Survey soliciting input on the potential use of Project Labor Agreements. Responses to both questionnaires must be submitted by May 15, 2026 at 1:00 p.m. Central Standard Time to michael.g.france@usace.army.mil and jeri.l.halterman@usace.army.mil. This is a pre-solicitation notice for market research purposes only; no proposals are being requested at this time, and the formal solicitation is targeted for publication in the second quarter of fiscal year 2027.

This procurement carries no small business set-aside designation and represents a full and open unrestricted solicitation. The estimated contract value ranges between $250 million and $500 million, reflecting a substantial military construction program with an aggressive timeline targeting construction contract award in fourth quarter fiscal year 2027 and project completion in first quarter fiscal year 2029. Site 1, located approximately 2.5 hours southwest of Boise, Idaho, requires significant earthworks totaling approximately 1.67 million cubic yards of cut and fill operations, construction of five antenna rows each 9,000 feet long and 800 feet wide, and multiple support facilities. Site 2, located approximately 250 miles northwest of Site 1, requires minimal earthworks but includes larger operational facilities and additional infrastructure such as a substation and helicopter landing area. The concurrent construction of both sites presents logistical challenges related to remote locations, limited local workforce availability, supply chain constraints, and utility infrastructure development, all of which must be addressed within an 8-month civil construction window to support subsequent equipment installation phases.
