About this file

This document is a Scope Requirements briefing for the Oregon Project Broad, a Military Construction (MilCon) program managed by the U.S. Army Corps of Engineers, Kansas City District. The project involves construction of radar facilities at two remote sites in Oregon separated by approximately 125 miles, with driving times of 3-4 hours to major metropolitan areas. The total program budget is approximately $250-500 million, with target dates for advertising qualifications in FY27Q2, construction contract award in FY27Q4, and project completion in FY29Q1.

Site 1, located approximately 2.5 hours southwest of Boise, Idaho, requires extensive civil work including grading and earthworks (891,722 cubic yards of cut and 776,234 cubic yards of fill), five antenna rows each 9,000 feet long and 800 feet wide, and construction of an Operations Facility (10,787 SF), Water Treatment Building (1,323 SF), Vehicle Maintenance Shelter (1,600 SF), Vehicle Storage Shelter (2,450 SF), Security Building (387 SF), fueling station, and power area with fuel storage. Site 2, located approximately 250 miles northwest of Site 1, requires similar facilities with a larger Operations Facility (13,288 SF), minimal cut and fill (9,489 cubic yards cut and 7,808 cubic yards fill), a Substation, and a Helicopter Landing Area. Both sites require utility infrastructure including paving, water treatment systems, and fencing. Construction must occur concurrently at both sites but is not sequential. The RFP will detail phasing requirements and coordination requirements with the radar system integrator. Key project challenges include remote locations with minimal local workforce availability, logistical and material supply chain constraints, limited utilities availability, and multiple Joint Use Dates and Beneficial Occupancy Dates that will drive construction scheduling.

SCOPE REQUIREMENTS

Northwestern Division

US Army Corps of Engineers

USACE, Kansas City District

Michael France – Contracting Officer michael.g.france@usace.army.mil

Jeri Halterman – Contracting Specialist jeri.l.Halterman@usace.army.mil

SCOPE & SCHEDULE

Total MilCon Program Amount: ~$250M

-500M

Remote Locations:

Transmit (Tx) and Receive (Rx) Sites are in separate remote sites approximately 125 miles straight line distance apart.

Driving times to major metropolitan areas are 3-4 hours.

Program Scope: Schedule: These are target dates only

• Advertise for Qualifications (Step-1)

• Construction Contract Award

• Project Complete

FY27Q2

FY27Q4

FY29Q1

OREGON

Facilities at each site may include:

• Operations Facilities

• Antenna Foundations and Support Structures (Multiple and differing types)

• Power and Fueling Areas at each site

• Water Treatment at each site

• Vehicle Maintenance/Storage Facilities and others (Multiple Buildings)

• Fencing (multiple types)

Not included in this is the project is the design and installation of the radar system (antennas, associated cables, and electronic operations equipment). However, close coordination with the radar installer is required as once facilities are available for radar install, the installer will be working on site while facilities construction is ongoing. There are multiple Joint Use Dates (JUD) and Beneficial Occupancy Dates (BOD) associated with this project to facilitate radar installation. The JUDs and BODs will drive your schedule.

PLANNED CONSTRUCTION OVERVIEW

Construction at Tx and Rx must be concurrent but not sequential. They do not have to finish on the same date.

SITE Civil Work associated with this project will include:

• Paving

• Fuel Storage

• Water Storage

• Utility Infrastructure

• Large scale grading/earthworks

• Footings for antenna arrays

• Fencing

Some phasing of construction efforts and coordination with system integrator during construction will be required, phasing requirements will be outlined in the

RFP.

CONSTRUCTION SITE CIVIL WORK

The following information is for information purposes to provide responses to the questionnaire.

Site 1 – Located approx. 2.5 hrs SW of Boise, ID

Cut and Fill Quantities (All Rows) Cut (CY) Fill (CY) NET (CY)

891,722 776,234 115,488

Red: Cut, ~891,700 CY

Green: Fill, ~ 776,200 CY

• 5 rows, each row ~9,000’ long (1.7mi), ~ 800’ wide

• Rows 1 and 2 are first priority

• Clearing required:

o low-lying sage and brush, no trees o along the perimeter fence line (for fence installation) + 20 feet (to account for loop perimeter road, which is outside the fence line);

perimeter fence runs around all 5 rows.

o the ~800’ x 9000’ area for each antenna row, 5 rows total (see row detail below) o Grading will be only along the rows (~800’ wide per row) o Fine grading includes +/- 6 inches within each row o Assume cut material will be used as fill, no extra fill needed o Extra cut material will be placed on site within ½ mile of row area

Site 1 - Individual Row Detail (area to be cleared)

1 lane gravel Access Road, 10’ behind back of shelters

Shelters

Forward Plain Area

Terrain shall not exceed 2 degrees of elevation fall, Shelters

38’

Access Area (includes road)

Forward Plain Area does not require clearing, to be left natural, assume terrain is within 2 degrees of elevation

Site 2 – Located approx. 250 miles Northwest of Site 1

• Cut and fill occurs only within the red/green areas identified above. The remaining area is generally flat and only requires masticating

• Area within the 1.5 x 0.58 mile

• The landscape is sage and brush, no trees or very few small scrub trees are present
