About this file
This is an Industry Feedback Questionnaire issued by the U.S. Army Corps of Engineers (USACE) for an Oregon project seeking input from construction and contracting industry professionals on project feasibility and scheduling.
The questionnaire focuses on accelerating the civil works portion of the project to enable concurrent equipment installation as site grading progresses. Key inquiries address Site 1 (Rows 1 and 2 priority) and include: SWPPP plan development timelines following Notice to Proceed; mobilization speed for civil crews in a remote location (2.5 hours from nearest small town, 3 hours from major city) with man camps; number of crews and equipment required to complete clearing, cutting, filling, and fine grading within 8 months; work schedule intensity (hours per day, days per week); feasibility of phased work sequencing to permit joint site use between grading contractors and equipment installers; reasonable crew staffing levels for remote work; daily cubic yard production rates for earthmoving; heavy equipment effectiveness and availability; grading timeline for Rows 3-5; and simultaneous completion of Site 2 grading. Additional questions solicit information on electrical crew availability (linemen and wiremen), labor cost premiums or incentives needed to attract skilled and unskilled workers for 1 to 1.5 years of remote work, current industry lead times for pre-engineered buildings, and supply chain lead times for specialized seismic isolation components. The government explicitly welcomes feedback beyond the specific questions posed to support schedule acceleration objectives.

USACE Project – Oregon Industry Feedback Questionnaire
Schedule is a key concern for this project. The government is looking for ways to fast track the civil portion of the project to allow joint use for equipment foundation and installation as soon as site grading is achieved. The government welcomes any feedback to help achieve this objective, even if a specific question posed below does not address it.
For Site 1 Rows 1 and 2 (as detailed in the “Oregon Project Broad Scope Requirements” document slides 6-7) are priority for installation.
Site 1
Assuming you need to clear, cut, and fill Site 1 (Rows 1 & 2) above within a period of 8 months:
a. How long will it take to obtain SWPPP plans from issuance of Notice to Proceed?
b. How fast can the first civil crews be mobilized and start moving dirt once the SWPPP is approved? Note: Site is remote and man camps will need to be established to accommodate full crew, initially self-contained RVs would be allowed to enable rapid mobilization.
c. How many civil crews with equipment would be needed to complete clearing/cut/fill/fine grading in 8 months?
i. What is the number of hours per day and days per week the crews need to work to complete this in 8 months?
ii. Is this number of crews/equipment reasonably able to be provided for a project such as this, given it being a remote location (2.5 hours from the closest small town in Oregon and 3 hours from a major city), need to stay in man camps, etc.?
iii. With rows 1 and 2 being the highest priority, is there a way to sequence clearing, cut and fill, and fine grading to allow early access to install equipment/foundations as grading progresses (e.g.
allow for joint use of site with grading contractor and follow-on equipment installers)? What is that sequence and approximately how long from start of work would the first joint access be achievable?
2. How many civil crews with equipment could be reasonably expected to be staffed for a project such as this, given the remote location and need to stay in man camps established at the site for extended periods of time?
3. What is the shortest period of time reasonable to complete clear/cut/fill/grading/fine grading of Rows 1 and 2, given anticipated availability of civil crews/equipment for this project (identified in #2 above)?
4. Based upon the provided quantities, what is a realistic daily cubic yard production rate for earthmoving that a civil crew can achieve on these sites.
5. What type of heavy equipment is most effective for this scope of work and are there any availability concerns for this type of equipment.
6. What period of time is reasonable to complete grading of Rows 3 through 5?
How many civil crews/equipment would be needed?
Site 2
7. What is the shortest period of time reasonable to complete grading of Site 2, given reasonably anticipated availability of civil crews/equipment for this project and assuming it is conducted at the same time as Site 1.
Additional Questions
8. What is a reasonable number of electrical crews (Linemen and indoor wiremen) to be anticipated to be available to work at a remote site at the same time.
9. What increase in labor (%) is anticipated or suggested incentives attract sufficient number of skilled/unskilled labor to work a remote site for ~ 1 to 1.5 years?
10. What is the current industry wide lead times for Pre-Engineered Buildings of the size listed in slides 9 and 10?
11. What are the current supply chain lead times for specialized seismic isolation components/equipment?
