About this opportunity

The U.S. Geological Survey (USGS) Oklahoma-Texas Water Science Center, operating under the Department of the Interior, is soliciting a Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract for construction, alteration, renovation, removal, remediation, and maintenance services at stream gage sites throughout Texas. The procurement encompasses a wide range of construction work including metal welding and fabrication, equipment relocation and removal, demolition, concrete work, dirt work, erosion control, ladder installation, traffic control, design services with professional engineering drawings, and safety remediation. Contractors must provide all labor, supervision, engineering, materials, equipment, tools, and transportation necessary to complete the work. Evaluation criteria emphasize non-price factors significantly over price, including management and technical approach, relevant experience, past performance, and the Schedule of Binding Rates for the IDIQ contract. Offerors must submit proposals addressing both the IDIQ contract and an initial Task Order 0001 concurrently. The Request for Quotes was issued on March 11, 2026, with responses due on April 10, 2026, at 1700 hours local time, with contractor performance estimated to begin on or about April 15, 2026.

This opportunity is set aside as a 100% Small Business contract under NAICS code 237990 (Other Heavy and Civil Engineering Construction) with a $45 million size standard. No incumbent contractor is identified in the solicitation materials. The contract has a maximum ceiling value of $2,000,000 over a five-year ordering period with a $500 minimum guarantee, and individual task orders are expected to be under $25,000 each, with occasional orders potentially exceeding that amount up to a maximum order limit of $350,000. The initial Task Order 0001 covers vegetation removal services at the Whitsett Stream Gage Site (USGS site number 08208000) in Live Oak County, Texas, with work to be completed within 120 calendar days of task order award. Performance and payment bonds are not required at the IDIQ level but will be determined at the task order level, and contractors must maintain liability insurance of at least $100,000 per person for Workers' Compensation and Employers' Liability and $500,000 per occurrence for General and Bodily Injury Liability.
