About this file
This is a Request for Proposal (RFP) for an Indefinite Delivery Indefinite Quantity (IDIQ) construction contract issued by the U.S. Geological Survey (USGS) Oklahoma-Texas Water Science Center. The solicitation number is 140G0126Q0018, issued March 11, 2026, with proposals due April 10, 2026 at 1700 hours local time. This is a 100% small business set-aside contract with a maximum ceiling of $2,000,000 over a five-year ordering period and a $500 minimum guarantee. The contract will be administered by the USGS Reston Acquisition Branch with Kimberly Schneider as the primary contact. Task orders will be fixed-price contracts, with projects expected to average under $25,000 each, though occasional orders may exceed that threshold up to a maximum order limit of $350,000.
The IDIQ covers construction and maintenance services at stream gage sites throughout Texas, encompassing a wide range of work including metal welding and fabrication, equipment relocation and removal, demolition, concrete forming and pouring, dirt work, erosion control, ladder installation, traffic control, design services with professional engineering drawings, and safety remediation. The contractor must provide all labor, supervision, engineering, materials, equipment, tools, and transportation. Offerors must submit proposals addressing both the IDIQ contract and an initial Task Order 0001 concurrently. Evaluation factors include management and technical approach, relevant experience, past performance, and Schedule of Binding Rates for the IDIQ, plus technical approach and pricing for Task Order 0001. Non-price factors are significantly more important than price. Performance and payment bonds are not required at the IDIQ level but will be determined at the task order level. The contract includes comprehensive safety, quality control, and compliance requirements with applicable federal standards.

I. Background
a. To address recurring safety concerns, the US Geological Survey (USGS) Oklahoma-Texas Water Science Center (OTWSC) has a requirement for a Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract to assist in our ability to conduct recurring alteration, renovation, removal, remediation, and/or construction services at stream gage sites in the state of Texas. The intent is to reduce government cost, administrative burden on non-administrative employees and increase employee safety and management flexibility to quickly react to emergency/safety requirement.
b. This IDIQ shall cover the entire state of Texas for the following performance-based services, including construction services.
c. The total price will not exceed $2,000,000.00 ($2M) for the five-year life of the contract. Projects are expected to be under $25,000 per task order, with occasional task orders potentially exceeding that amount, up to the maximum ordering limit.
d. Bid guarantees and performance and payment bonds may be required at the task order level. Both performance and payment bonds are required for construction contracts exceeding $150,000. For task orders $35k to $150k a payment bond or alternate payment protection will be required (value over $150k, alternate payment protection not accepted).
II. Contract Type
a. All task orders award under this single-award IDIQ will be fixed-price contracts.
III. Minimum Guarantees and Maximum Ceiling
a. The minimum guarantee is $500.00.
b. The maximum ceiling on the IDIQ is $2,000,000.00.
IV. Ordering Procedures
a. Task orders issued will conform to FAR 16.505 Ordering.
V. Task Order Pricing
a. Task order pricing will be proposed in response to each task order solicitation. All task order pricing will be fixed-priced and comply with the following Schedule of Binding Rates. The contractor may offer discounts from the Schedule of Binding Rates in their task order pricing, but they may not exceed them.
Schedule of Binding Rates Year 1 Rate Year 2 Rate Year 3 Rate Year 4 Rate Year 5 Rate
Project Manager (fully burdened) Hourly Rate Overhead % Rate
Profit % Rate Notes:
*Rates are hourly rates.
*Year 1 rates begin on the award date of the IDIQ. Each year on the anniversary of the IDIQ award, rates will escalate to the binding rate for the next contract year.
VI. Ordering Procedures
a. As the need exists for performance under this contract, the Government will issue a Task Order Request for Quote (TORFQ) to the IDIQ Contractor.
b. Upon establishment of the scope of the Task Order, the IDIQ holder shall then be requested to prepare their quote for the accomplishment of the project. Time for submittals of the Contractor's quote will be specified in each TORFQ.
c. Price proposals will follow the format provided in the TORFQ. Price quotes shall consist of an itemized breakdown of costs. Should this detailed information not be provided, the quote may be deemed incomplete and be rejected without discussion.
d. The Contractor shall be required to commence, execute, and complete the entire work not later than the completion time specified in the Task Order. The time stated for completion shall include final cleanup of the premises and submission of all deliverables. All orders are considered separate projects, and any decision by the Contractor to utilize a limited number of subcontractors on multiple orders shall not constitute grounds for non-performance, time extensions, or avoidance of liquidated damages or other reductions for cause.
