About this file
This is an instructional document providing guidance to offerors on obtaining Department of Labor Service Contract Act (SCA) wage determinations for the solicitation. Since the contract will be performed at the contractor's facility in an unknown locality, the Government cannot predetermine the proper wage determination. The document outlines a six-step process for offerors to follow using the SAM.gov website to identify the correct wage determination based on the state and county where work will be performed, service type (construction or service contracts), and whether services are standard or non-standard. Offerors are responsible for incorporating the appropriate wage rates into their quotations, and vendors awarded the IDIQ contract will not be entitled to equitable adjustment for failing to include the correct wage determination in their pricing.
This guidance document applies to the OTWSC Construction and Maintenance IDIQ solicitation (140G0126Q0018), a single-award IDIQ contract for construction, alteration, renovation, removal, and remediation services at stream gage sites in Texas. The Department of the Interior's USGS Oklahoma-Texas Water Science Center anticipates a five-year contract with a not-to-exceed value of $2,000,000, with individual task orders estimated under $25,000 each and firm fixed-price terms. This requirement is a 100% small business set-aside under NAICS code 237990 with a $45 million size standard. The RFQ is scheduled for release on or about March 11, 2026, with responses due on or about April 10, 2026, and contractor performance estimated to begin April 15, 2026.

Instructions for Obtaining Relevant Department of Labor (DOL) Service Contract Act Wage Determinations
The contract resulting from this solicitation will be performed at the contractor’s facility. For this reason, as of the issuing of this solicitation, there is no reasonable way for the Government to know the locality in which the contract will be performed, making obtaining a proper wage determination impracticable. The services described in this solicitation do fall within the scope of the Service Contract Labor Standards Act (SCA) so it is incumbent upon each offeror to obtain the proper wage determination in order to ensure the appropriate wages are incorporated into its quotation. To obtain a proper wage determination, offerors should perform the following steps:
| 1. | Go to the SAM.gov website to search Wage Determinations: https://sam.gov/content/home |
| 2. | Click ‘Wage Determinations’ |
| 3. | Choose ONE of the following: |
| a. | For Wage Determination Type select ‘Public Building or Works’ for construction services or ‘Service Contracts’ for all other services. |
| 4. | Select the state and county/independent city the work will be performed in. |
| 5. | If the services were previously performed under an SCA-covered contract select the appropriate ‘Yes’ radio button, otherwise select ‘No’. |
| 6. | If the services are non-standard select the ‘Yes’ radio button and select the services from the drop-down menu, otherwise, select ‘No’. |
| 7. | The appropriate wage determination should now be displayed. |
Offerors are advised that the relevant wage will be incorporated at the task order level issued against the IDIQ contract resulting from this solicitation. A vendor that is awarded this IDIQ WILL NOT be entitled to equitable adjustment for failing to incorporate the relevant wage determination into its price.
