About this opportunity
The Department of the Interior's U.S. Geological Survey Oklahoma-Texas Water Science Center is seeking qualified sources for a Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide alteration, renovation, removal, remediation, and construction services at stream gage sites in Oklahoma and Texas. This Sources Sought Notice is designed for market research purposes to identify potential contractors from the broader small business community, including firms certified as Section 8(a), HUB-Zone, Service-Disabled Veteran-Owned, Women-Owned, and Economically Disadvantaged Women-Owned Small Businesses. The primary objective is to ensure adequate competition among responsible contractors capable of meeting the government's requirements. While evaluation criteria have not been explicitly detailed in this notice, respondents should be prepared to demonstrate relevant capabilities and qualifications in heavy and civil engineering construction. The deadline for submitting responses to this Sources Sought Notice is December 23, 2025, at 5:00 PM Central Time, with inquiries directed to Kimberly Schneider at krschneider@usgs.gov.
This procurement carries a Total Small Business set-aside designation, meaning the contract will be reserved exclusively for small business concerns meeting the NAICS size standard of $45 million for Other Heavy and Civil Engineering Construction (NAICS 237990). No incumbent contractor information or specific award values have been disclosed in this pre-solicitation notice, as this remains a preliminary market research phase rather than a formal solicitation. The IDIQ contract structure indicates recurring work over an indefinite period, though specific quantities, timelines, and budget ranges have not yet been released. Respondents should note that the government has explicitly stated these requirements are subject to change prior to release of any formal solicitation. Small business entities are strongly encouraged to respond to this notice to ensure their inclusion in the potential contractor pool for the anticipated solicitation.
