About this opportunity

The Bureau of Reclamation seeks establishment of up to five Blanket Purchase Agreements for laboratory analysis of organic and inorganic parameters in soil, sediment, and water samples, with quotes due July 9, 2026, and questions due June 29, 2026. The procurement is unrestricted with no set-aside, though the Government intends to award at least three BPAs to small businesses.

Place of performance encompasses California, Oregon, and Nevada. Samples may be collected throughout the region, and while Reclamation prefers laboratories located in California (specifically Sacramento, Redding, or Fresno areas), out-of-state laboratories meeting specialized test requirements will be considered. The NAICS code is 541380, Testing Laboratories and Services, with a size standard of $19.0 million.

Contractors must hold Environmental Laboratory Accreditation Program Certification for California-based labs or equivalent credentials for out-of-state facilities. All analysis must be conducted in-house using EPA-approved methods. Required analytical turnaround times are initial analysis within three weeks, first re-analysis within two weeks, and second re-analysis within one week. Electronic data deliverables must follow the specified Electronic Data Delivery format and be submitted through the Invoice Processing Platform.

The period of performance is five years, September 1, 2026, through August 31, 2031. The maximum contract value is $400,000 for the entire five-year period, with annual order limitations not to exceed $400,000 per year. The price schedule itemizes 522 testable parameters across water, soil, and sediment matrices.

Evaluation criteria include price, laboratory approval status requiring QA audit certification, geographic location preference, and past performance. Contractors must be SAM.gov-registered and pass an in-person Quality Assurance audit before award. Amendment 1, effective June 11, clarifies that alternative ELAP-certified methods are acceptable if they meet reporting levels, and subcontracted items may be submitted with approval documentation.
