About this file
This is Amendment 1 to a Blanket Purchase Agreement (BPA) solicitation issued by the Bureau of Reclamation, Mid-Pacific Region, for laboratory analysis services. The BPA number is 140R2026Q0053, with an effective date of June 9, 2026, and covers a five-year period of performance from September 1, 2026, through August 31, 2031. The amendment's purpose is to provide Questions and Answers received as of June 11, 2026, and does not extend the solicitation deadline.
The BPA covers requirements for laboratory analysis of soil, sediment, and water samples for inorganic and organic parameters in accordance with specified tests in the Price Schedule. Samples may be collected throughout California, Oregon, and Nevada. Key Q&A clarifications include: (1) all questions must be submitted by 4 p.m. on Monday, June 29, 2026; (2) alternative ELAP-certified methods are acceptable if they meet reporting levels and requirements, with analytical SOPs and MDL studies required; (3) subcontracted items may be submitted with approval documentation; (4) while Reclamation prefers laboratories located in California, proposals from out-of-state laboratories meeting specialized test requirements will be considered; (5) vendors may quote only the services they can provide; (6) listed reporting limits are mandatory under contract; (7) reporting limits should be added in new columns after Column J; and (8) alternative methods should be indicated by striking through original methods and adding proposed methods in red font for easy identification.

Laboratory BPA Call Questions & Answers 6.11.2026
Question 1: Is there a due Date for questions to be submitted.
RESPONSE 1: Yes, all questions should be submitted no later than 4pm on Monday June 29, 2026.
Question 2: Will you allow alternate methods on the bid?
The list of bid analytes references specific Methods (for example. EPA Method: SM3500-Se-C for fluoride -or- 365.1 or SM 4500PE for phosphorous). If the lab uses alternate, ELAP certified methods, that meet the reporting levels and requirements; will you allow alternate methods on this bid? If yes, how shall we indicate this in our bid response?
RESPONSE 2: Yes, alternative methods would be considered if they meet reporting levels and requirements. Please submit analytical SOPs, reporting levels, and last 2 years of MDL studies as part of the bid if proposing alternative methods. In the bid response, explain why this method is a sufficient substitution for the specified method.
Question 3: May we submit a subcontracted item on our bid response?
Bid language states, "All laboratory analysis must be conducted in-house". The laboratory may not sub-contract USBR samples for analysis "without approval from the USBR QA section". May we submit our bid with a proposed subcontracted item (for example: EPA 1631 Low-Level Mercury), provide the price and indicate "sub" on the bid?
RESPONSE 3: Yes, sub-contracted items can be submitted on the bid response and will be considered if they meet reporting levels and requirements. Please include proposed sub-contracted items, reporting levels, price, name and contact information for sub-contractor, analytical SOP(s) for sub-contracted items and last 2 years of the sub-contractor's MDL studies for the sub-contracted items.
Question 4: Under General Requirements, Item A implies that laboratories not in California may be able to submit a response (in bold below), but then item C seems to state that laboratories must be in California. If accounting for the logistics of shipping samples to the laboratory, will a proposal submitted by a lab not in California be considered for this solicitation?
RESPONSE 4: Reclamation would prefer the lab to be in California, near one of the cities indicated.
However, previously we have awarded a contract to vendors that did not have a lab in California due to them specializing in certain tests. Any laboratory that is interested in providing these services is more than welcome to submit a quote package and it will be reviewed/ evaluated accordingly.
Questions 5: If we determine we cannot report all compounds listed for a certain method, can we bid the line item for the compounds we can report?
RESPONSE 5: Please provide a quote for whatever services you offer that are listed on the Price Schedule.
Question 6: Some metals line items include reporting limits in Column C. Are these reporting limits required under the contract?
RESPONSE 6: If there is a reporting limit listed, then that limit is required under contract.
Question 7: Should we add our reporting limits in column C or provide MDL and RL as new columns after column J or provide a separate file with our MDLs and RLs for your review?
RESPONSE 7: Yes, you may add your reporting limits to a new column after column J.
Question 8: If we can analyze using a different method than what is referred in column B can we propose a new method? If yes, do we change the method referenced in the line item with a strike through of the original method in column B and addition of the new method or do we add it at as a new Line Item after line 539 or add it in the same line item but in a new column to the right of column J?
RESPONSE 8: If you recommend a different method, please strike through the original method, and then add a line right below that method with your method. Please make all changes, strike throughs, additional columns, etc in RED font, so these can easily be identified. If no changes, then the font can be black or blue.
