Summary of Statement of Work: Bandon Marsh NWR Bunkhouse HVAC System Replacement

This is a Statement of Work (SOW) for the U.S. Fish and Wildlife Service (USFWS) for the removal and replacement of an existing HVAC system at the Bandon Marsh National Wildlife Refuge Bunkhouse located in Bandon, Oregon. The project requires full removal of a 20-year-old Lennox heat pump and air handler unit, followed by installation of a new HVAC system capable of heating and cooling a 1,900 square-foot facility. The new unit must be rated at 16 SEER with a 2-stage compressor, include quality components with 18-25 year durability ratings and a minimum 10-year parts warranty, and be installed in the same footprint as the existing unit. Work is scheduled from January 14, 2027, through February 15, 2027.

The contractor is responsible for HVAC unit selection and installation by licensed professionals in compliance with federal, state, and local codes. Scope includes installation of new ductwork as required, flue pipe, gas line, drain lines, electrical upgrades, and cleaning of existing ductwork. The unit must accommodate MERV-13 rated filters with eight replacement filters provided, and the contractor must apply for applicable energy rebates. Additional requirements include unit balancing for proper airflow, corrosion-resistant components suitable for the coastal salt environment, provision of manufacturer-certified service provider contact information within 100 miles, service availability within 72 hours, demonstration and training for the site manager, and legal disposal of old equipment with verification. The facility will remain occupied during work, so the contractor must minimize unit downtime through flexible scheduling with prior coordination.

U.S. Fish and Wildlife Service

1. GENERAL

This project is for the removal and replacement of the existing bunkhouse HVAC unit at Bandon Marsh NWR in Bandon, OR. The U.S. Fish and Wildlife Service owns and operates the bunkhouse located at 83625 North Bank Ln, Bandon OR, 97411. The Bandon Marsh NWR Bunkhouse is a critical facility to the operations of the refuge. The bunkhouse provides housing for U.S. Fish and Wildlife Service staff, interns and visiting researchers, enabling them to conduct work in direct support of refuge goals and objectives. Maintaining the HVAC unit in the bunkhouse is critical for the comfort of bunkhouse occupants and for the long-term maintenance of the building. The current HVAC unit is 20 years old and does not provide adequate climate control for the facility. This project includes removal and disposal of the existing HVAC unit, installation of a new HVAC unit, all necessary materials, and labor.

2. SCOPE OF WORK

A. Full removal of the existing Lennox outdoor heat pump and indoor air handler.

B. Installation of a new heat pump and indoor air handler (HVAC unit or unit) and associated ductwork, controls, and components to provide the facility with climate control. The 1,900 sq foot facility requires a HVAC unit capable of providing both heating and air conditioning for the facility. Installation of the new unit should be in the same footprint as the existing unit.

C. Work shall include installing new duct work if required, flue pipe, gas line, drain lines, disconnects, and associated electrical work as required to be consistent with current code.

(single stage compressor not acceptable). The new unit shall be fully operational, programmed, and running at the completion of the project. Unit installation, and all electrical upgrades are required to ensure code compliance in accordance with the latest National Electrical Codes.

Due to the proximity of coastal salt environment, contractor shall select corrosion and rust resistant components where applicable.

E. Contractor shall be responsible for HVAC unit selection. HVAC unit and all components shall be installed by licensed professionals and comply with applicable Federal, State, and local HVAC codes and standards. Selected unit shall have a local authorized service provider. The contractor shall provide a list of contact info for manufacturer certified service providers within 2 hours or 100 miles of the refuge by road. Future warranty and service work must be provided within 72 hours of notification of the problem.

25 years with proven past performance, and a parts warranty of no less than 10 years. The USFWS is seeking a replacement unit that is in the “best performance” category.

U.S. Fish and Wildlife Service

G. HVAC unit shall be sized to allow for the use of up to MERV-13 rated 4” filters with easy access to filter replacement. Fan upgrades to accommodate this increase filter requirement shall be included as part of this task. Contractor shall provide 8 MERV-13 rated filters as part of this task at the completion of the project.

H. Contractor shall balance the unit to ensure there is enough airflow to each room, adjust dampers and fan speed as needed.

I. Contractor shall apply and complete any/all energy rebates for the proposed unit.

J. Contractor shall provide USFWS site manager with demonstration and training on how to operate and maintain the new unit.

K. The facility may be occupied during all phases of the project so the contractor’s construction plan shall be limited on the number of days the units can be in-operable. Contractor shall be allowed to work weekend days and other hours with prior coordination to complete the installation if it minimizes unit downtime for building occupants.
