About this file

This is a Statement of Work for the removal and replacement of an HVAC system at the Bandon Marsh National Wildlife Refuge Bunkhouse in Bandon, Oregon. The U.S. Fish and Wildlife Service requires complete removal of the existing 20-year-old Lennox outdoor heat pump and indoor air handler, followed by installation of a new heat pump and air handler system to serve the 1,900 square-foot facility. The new unit must be rated at 16 SEER with a 2-stage compressor (single-stage compressors are not acceptable), sized to accommodate MERV-13 rated 4-inch filters, and installed in the same footprint as the existing unit. The contractor is responsible for all associated ductwork, controls, components, electrical work, and ensuring compliance with current National Electrical Codes and all applicable Federal, State, and local HVAC codes.

The replacement HVAC unit must include quality components with historical durability ratings of 18–25 years, proven past performance, and a parts warranty of no less than 10 years; the USFWS is seeking a unit in the "best performance" category. Due to the coastal salt environment, corrosion and rust resistant components are required. The contractor must select the unit, ensure installation by licensed professionals, and provide a list of manufacturer-certified service providers within 2 hours or 100 miles of the refuge; future warranty and service work must be available within 72 hours of notification. Additional responsibilities include balancing the unit for adequate airflow, applying energy rebates, providing 8 MERV-13 filters at project completion, cleaning all existing ducts, and providing onsite training to the Refuge Manager. The work period runs from January 15, 2027, to February 14, 2027. Deliverables include daily construction reports, component submittals, electronic drawings, O&M manuals, warranty documentation, a letter certifying code compliance, and professional unit labeling. The facility may remain occupied during the project; the contractor may request weekend work with prior approval to minimize unit downtime. All old equipment and debris must be legally disposed of with verification provided.
