About this opportunity
The U.S. Army Corps of Engineers, Vicksburg District (MVK), is soliciting operation and maintenance of the Arkansas Lakes Flood Control Projects at DeGray Lake, Lake Ouachita, and Lake Greeson under an indefinite delivery, indefinite quantity (IDIQ) contract, with proposals due November 2, 2026. The procurement is a 100% total small business set-aside under NAICS 561210, Facilities Support Services (PSC S216).
Place of performance is Royal, AR 71968, with services spanning Garland, Montgomery, Pike, Clark, and Hot Spring Counties. Amendment 0003 restructured the term as a five-year ordering period beginning at award, with a six-month option for award delay. Amendment 0004, effective October 28, 2026, extended the due date to November 2, 2026, and requires offerors to acknowledge receipt of the amendment before that deadline or risk offer rejection. The scope covers seven technical provisions: janitorial and custodial services; grass mowing and landscaping; welcome and visitor center staffing; dumpster services; natural resource management; maintenance and repair; and dam, spillway, and navigation support. Pre-priced CLINs cover routine services, and negotiated CLINs cover specialized work scoped per task order. Key personnel must include a project superintendent with at least two years of management experience. Service Contract Act wage determinations apply, with mandatory fringe benefits of $5.55 per hour.
The IDIQ carries a maximum capacity of $30 million and a minimum guarantee of $1,500.00. Individual task orders range from $2,500.00 to $9 million. Award will use best value tradeoff methodology, evaluating technical approach (with technical approach, staffing, and management sub-factors), past performance over five years, and price. Award is expected without discussions, though the Government reserves the right to hold them. Proposals require three volumes (technical, past performance, and price), submitted in paper and searchable PDF, and remain valid for 120 days. Contracting Officer Genna Wooten can be reached at 601-631-5826.
