About this opportunity

The Department of the Army Materiel Command Contracting Command Orlando Contracting Center is seeking a single-award indefinite delivery/indefinite quantity (IDIQ) contract to provide comprehensive software development, integration, and support services for the OneSAF (One Semi-Automated Forces) program. The contract will support the Army's modeling and simulation capabilities, focusing on software product baseline management, program management, development, customer support, and training across various military and government entities. Key requirements include object-oriented software development, modeling, architecture, integration, testing, cloud services, and support for secure, classified environments. The solicitation targets contractors capable of delivering software products that enhance force modernization and transformation capabilities for brigade-level and below combat simulations. While specific evaluation criteria are not explicitly detailed in the pre-solicitation notice, the government appears to be seeking comprehensive technical capabilities and expertise in military simulation software development.

The opportunity is designated as a total small business set-aside under NAICS category 541512 (Computer Systems Design Services), with an anticipated six-year performance period including a base year and five option years. The contract will include both cost-plus-fixed-fee and firm-fixed-price line items, with seven planned task orders covering capabilities, product releases, concurrency, integration, and testing. While specific award values are not disclosed, the scope suggests a significant investment in ongoing software development and support for military modeling and simulation technologies. The draft solicitation is expected to be posted in the fourth quarter of fiscal year 2023, with a final posting anticipated in the first quarter of fiscal year 2024. The current incumbent appears to be Phoenix Logistics Inc., which is managing existing government-furnished equipment and has been supporting OneSAF development activities.
