About this opportunity

The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), specifically the Program Manager for Synthetic Environment (PM SE), has issued a Special Notice through the Army Contracting Command Orlando (ACC ORL) regarding the One Semi-Automated Forces (OneSAF) program. The notice follows a closed Sources Sought Notice (SSN) with the solicitation number W900KK-22-R-0037, which was accompanied by an industry day and subsequent one-on-one meetings in May 2023. The primary purpose of this notice was to conduct market research to identify potential interested parties and their capabilities to support the OneSAF initiative. It is important to note that this is not a solicitation, and any submitted information was voluntary, with no financial obligation from the government. The point of contact for this notice is Annette Watson-Johnson, a contract specialist with the U.S. Army Contracting Command in Orlando, Florida.

The Special Notice suggests an upcoming indefinite delivery indefinite quantity (IDIQ) contract with a seven-year ordering period to support the OneSAF modeling and simulation community requirements. The anticipated competition will likely be conducted as a small business set-aside, utilizing Federal Acquisition Regulation Parts 12 and 15, with strategic market research indicating at least two responsible small businesses are expected to submit proposals. The Army plans to release a draft request for proposal in the fourth quarter of fiscal year 2023 and a finalized request for proposal in the first quarter of fiscal year 2024. Potential contractors may need to meet specific requirements, such as CMMI Level 3 certification and the ability to use agile development practices. The current incumbent, Riptide Software, has supported OneSAF production and development since 2018 under a contract ceiling of $103 million through 2024. The opportunity involves operating and maintaining the OneSAF software, implementing customer requirements, performing integration and testing, and releasing new versions of the system.
