About this opportunity
The Defense Health Agency intends to award a sole-source purchase order to Rees Scientific Corporation for on-site calibration, annual preventive maintenance, and repair services for the Rees Scientific Environmental Monitoring System at U.S. Naval Hospital Okinawa (USNHO), with a base period running October 1, 2026 through September 30, 2027 and four option years extending through September 30, 2031. This is not a request for competitive proposals; this is notice of intent under FAR 12.201-1, simplified procedures, with responses due September 3.
Rees Scientific Corporation is the sole manufacturer and authorized distributor of the installed system, and market research confirmed that maintenance services are not available through mandatory sources including Ability One, UNICOR, or GSA. The requirement directly results from an equipment upgrade to enhance quality, performance, efficiency, and cost effectiveness, and maintaining the warranty requires OEM performance.
Place of performance is Okinawa, Japan, covering two monitoring nodes at USNHO and one node at the Armed Services Blood Bank Center (ASBBC). The contractor must deliver annual preventive maintenance and calibration each September, including on-site operational qualification with comprehensive system testing, plus a follow-on on-site visit six months later to assess and repair service issues (up to two days of technician time included). The contractor must provide 24/7/365 live technical support via phone and email with remote troubleshooting, perform corrective maintenance, conduct fire and ice temperature threshold testing for the ASBBC system, and deliver on-site refresher training. Each assigned technician must hold manufacturer training or certification and document a minimum of five years' experience with Rees equipment calibration and repair. The contractor bears all travel and accommodation costs. Itemized field service reports and calibration certifications are due within five business days of service completion. NAICS 811210; PSC J065.
