About this file
This is a Justification and Approval (J&A) document for a sole source procurement under the simplified procedures for commercial items authority (FAR 6.302-1(c)).
The Defense Health Agency (DHA) Contracting Activity's Healthcare Contracting Division-West is requesting approval for a follow-on contract to continue annual preventive maintenance and repair services for the installed Rees Environmental Scientific monitoring system at USNHO (its outlying clinics) and the Armed Services Blood Bank Center (ASBBC). The upgrade is required to enhance quality, improve performance and efficiency, ensure better compatibility with modern technology, and achieve cost efficiency. The upgrade will include universal wireless transmitters with integrated temperature and relative humidity sensors, certified temperature and humidity probes, and US standard power configuration. The follow-on contract requires on-site calibration and maintenance of the Rees Scientific Environmental monitoring system, with current contract numbers HT941025P0019 for USNHO and outline clinics, and N0025921P0384 for ASBBC.
Rees Scientific Corporation is the sole manufacturer and distributor of the installed system with no authorized vendors, distributors, or installers. Market research confirmed that maintenance services are not available through mandatory sources including Ability One, UNICOR, or GSA, and no other small or large business entities can provide the required services. The contracting officer determined that fair and reasonable pricing is supported by prior and current active contract rates with Rees. The requirement is a follow-on to a previously sole-sourced award, and the J&A tracking number is FY26-0000, implemented under Class Deviation 2026-O0017, Revision 1.

Source Selection Information-See FAR 2.101 and 3.104-4 name) under the authority of the simplified procedures for certain commercial items as implemented in FAR 6.302-1(c).
5. Rationale Justifying Use of the Statutory Authority Cited:
Rees Scientific Corporation is the sole manufacturer and distributor of the installed system. Rees Scientific Corporation does not have authorized vendors, distributors or installers of their system.
Rees Scientific Corporation proprietary letter dated August 20, 2026 attached.
Rees Proprietary Letter dtd 20Aug2026
The requirement is direct result of an upgrade of the equipment. As such, multiple methods of procurement were reviewed and analyzed to determine the best course of action to provide the additional services (upgrade). To maintain the warranty, consistency, efficiency, and quality of the equipment and systems, it is determined for Rees to perform the services, which is the OEM and the only authorized to perform such upgrades and services.
6. Efforts to Obtain Competition: None. REES Scientific Corp is the Original Equipment Manufacturer (OEM) and the only authorized vendor who is capable of providing the services due to the proprietary nature of the equipment itself as well as the maintenance equipment and software required to service it. Limited to current contract holder due to proprietary status (contract #s HT941025P0019 and N0025921P0384).
7. Determination that Anticipated Cost to the Government will be Fair and Reasonable:
Prior contracts and current active contracts prices have reasonable rates.
8. Market Research:
Maintenance of the installed Rees monitoring system is not available through any mandatory sources. Market research was conducted utilizing Small Business Dynamic search engines and the world wide web. Market research revealed that Rees is the Original Equipment Manufacturer (OEM) of Temperature Monitoring Systems. Market research also revealed that the required services were not available from mandatory sources, such as Ability One, UNICOR, GSA, and all other required sources. Based on the documented result of the market research, the Contracting Officer determined that there is no reasonable expectation of obtaining offer from other small or large business entities. Therefore, it is the best interest of the Government for this requirement to be sole sourced to the Rees, which is the Original Equipment Manufacturer (OEM), authorized and certified for Rees products, including Temperature Monitoring Systems.
