About this opportunity
The Department of the Interior National Park Service Southeast Region is soliciting proposals for the rehabilitation of wastewater lagoons at the Kalaloch Area in Olympic National Park, located near Forks, Washington. The project involves installing and modifying pressurized wastewater disposal systems designed for more than 3,500 gallons per day, installing programmable wastewater control systems, and upgrading existing infrastructure. Contractors will be evaluated using a best value continuum tradeoff process, with technical and past performance factors being approximately equal to price. Key evaluation criteria include project experience, technical approach, key personnel qualifications, project schedule, and past performance history. Potential offerors must submit electronic proposal responses by 12:00 PM PST on June 4, 2025, and a mandatory site visit was previously conducted on May 5, 2025, at 10:30 AM.
The contract is a 100% small business set-aside with a firm-fixed price structure, estimated between $1,000,000 and $2,000,000. The period of performance is from June 16, 2025, to December 31, 2025, with a 200-calendar day completion timeline. The project will be located at 156954 U.S. Highway 101 in Forks, Washington, specifically behind the Ranger Station in the Kalaloch Area. Contractors will be responsible for comprehensive rehabilitation work, including installing a manual headworks screen, floating dock systems, new lagoon aerators, replacing the existing pump building with a precast concrete structure, and installing effluent flow monitoring and sampling ports. The work must be performed with minimal disruption to park operations, adhering to strict environmental and wildlife protection guidelines, including work time restrictions during marbled murrelet nesting season.
