About this opportunity
The Department of the Air Force Air Combat Command seeks design, fabrication, installation, and commissioning of a gravity-fed, 300-gallon-per-minute oil water separator system at Mountain Home Air Force Base, Idaho, with technical proposals due May 15, 2026. The procurement is a Woman-Owned Small Business set-aside (SBA size standard $45,000,000) using two-step sealed bidding; Step 1 requires unpriced technical proposals, and only acceptable offerors advance to Step 2 for price competition, with award to the lowest responsive, responsible bidder.
Place of performance is Mountain Home Air Force Base, Idaho (coordinates 43.040147, -115.860371). The OWS must capture and remove 99% of free and dispersed hydrocarbons larger than 20 microns with integrated real-time monitoring sensors and operate gravity-fed with no pumped influent. Installation requires excavation with minimum 48-inch clearance below the 32-inch frost line, shoring, foundations, plumbing, site electrical work, controls and alarms, and commissioning. The facility is located on the airfield and requires extra precautions to prevent foreign object debris generation and additional personnel screening via entry authorization list. Tank construction must use corrosion-resistant 316L stainless steel or fiber-reinforced polymer with epoxy-based interior coating. All submittals must meet FAR Buy American compliance. Work hours are Monday through Friday, 0700–1630 MST, with a 210-day construction schedule. Estimated project value is $250,000 to $500,000. A mandatory site visit is scheduled for April 16, 2026 at 10:00 AM MDT; attendee registration was due April 9, 2026. Questions must be submitted by April 22, 2026 to Primary POC Gage Bergman (gage.bergman@us.af.mil) or Secondary POC Deivid Baez (deivid.baez.1@us.af.mil). Technical proposals are limited to 20 pages and evaluated on five factors in descending importance: Technical Approach and Understanding of Project Requirements; Relevant Experience and Past Performance (minimum two comparable OWS projects of 150 GPM or more completed within five years); Key Personnel Qualifications and Organizational Structure; Safety Program; and Excavation Plan. The NAICS code is 237990, Other Heavy and Civil Engineering Construction; PSC is Z2JZ, Repair Or Alteration Of Miscellaneous Buildings.
