Project Background

The objective of this project is to install a gravity fed, 300 gallon per minute (GPM) oil water separator (OWS) to capture and remove 99% of free and dispersed hydrocarbons larger than 20 microns, with integrated sensors for real-time monitoring. The government is pursuing the installation of this OWS due to observed hydrocarbons entering the sanitary waste stream from building 270. The work involves but is not limited to excavation, shoring, foundations, plumbing, site electrical work, controls/alarms work, and commissioning. Additionally, the facility this will be serving is located on the airfield and will require extra precautions to prevent foreign object debris (FOD) from being generated and will require additional screening of personnel working on this project.

Project Duration: 210 days construction; 210 days total.

Magnitude of Construction: Estimated between $250,000 to $500,000

PSC: Z2JZ Repair or Alteration of Miscellaneous Buildings

NAICS: 236220 Commercial and Institutional Building Construction

Set-Aside: Woman Owned small business.

Small Business Size Standard: $45,000,000

Contract Type: Firm Fixed Price

Scope of Work Summary

The contractor shall furnish all personnel, equipment, supervision, and materials necessary to design, fabricate, install, and commission a complete and functional OWS system that will be fully integrated into the existing facility infrastructure. This system must handle wastewater from aircraft maintenance operations, ensuring compliance with EPA, DoD, and NPDES regulations. Updating this facility to meet these standards will allow a more efficient and continuous way to test jets and their engines by reducing maintenance intervals between uses and reducing possible environmental hazards.

In accordance with FAR Subpart 14.5 (or equivalent state/local procurement rules), Step 1 requires submission and evaluation of technical proposals only (no pricing information). The purpose is to identify offerors whose proposed technical approach, qualifications, and plans demonstrate the ability to successfully construct a new OWS system in full conformance with the project’s performance specifications, drawings, codes, site conditions and the latest editions of the following standards.

• UFC 3-240-01

• 40 CFR Part 112 and 122 (EPA Regulations)

• NPDES Permit Requirements

• Federal Acquisitions Regulation (FAR) Buy American Compliance

• NFPA and NEC standards for hazardous environmental installation

• Idaho State Environmental Codes

• 01 57 19 Temporary Environmental Control MHAFB Env Spec 20220614

(Attachment 1)

Technical proposals will be evaluated by a technical evaluation board (TEB) consisting of qualified government/utility personnel (e.g., electrical engineers, project managers, safety specialists). Proposals will be categorized as:

• Acceptable (meets all minimum requirements; proceeds to Step 2)

• Reasonably Susceptible of Being Made Acceptable (minor deficiencies that can be clarified or corrected through discussions; may proceed after revisions)

• Unacceptable (fails to meet essential requirements; eliminated)

Discussions/clarifications may be conducted as needed per FAR 14.503-1. Only offerors with acceptable (or made-acceptable) technical proposals will be invited to submit sealed price bids in Step 2. Award in Step 2 will be given to the lowest responsive, responsible bidder among those qualified in Step 1.

Evaluation Factors (in descending order of relative importance)

Factor 1: Technical Approach and Understanding of Project Requirements

The proposal must demonstrate a thorough understanding of the scope of work and a sound; feasible construction approach tailored to the installation of an OWS near a building’s foundation.

Sub-criteria include:

• Detailed approach to sequencing work to minimize risks, reduce facility downtime and address site-specific constraints (soil, access, environmental).

• Proposed methods for quality installation, equipment handling, and compliance with all technical specifications and performance requirements.

• Identification of any exceptions/deviations (with justification) or innovative/value-added approaches that meet or exceed minimum requirements without increasing risk.

Proposals must show the approach is realistic, constructible, and will result in a fully functional, code-compliant OWS.

Factor 2: Relevant Experience and Past Performance

Demonstrated successful performance on similar projects.

Sub-criteria include:

• Description of at least two (2) comparable projects completed or substantially completed within the last 5 years detailing installation of OWS of 150GPM or more.

• For each project: brief scope, contract value, duration, and specific relevance (e.g., excavation safety considerations, installation on existing facilities, access restrictions).

• Overall record of timely completion, meeting technical requirements, and resolving issues without major claims or faults.

Factor 3: Key Personnel Qualifications and Organizational Structure

The offeror’s team must have the expertise to execute construction safely and competently.

Sub-criteria include:

• Organizational chart showing roles, reporting structure, and allocation of resources. Dual hatting is acceptable, but personnel cannot be slotted for more than two (2) roles.

• Resumes (including certifications/licenses) for key personnel: Project Manager, Site Superintendent, Quality Control Manager, Safety Officer, and any specialized roles.

• The contractor shall not employ people for work on this contract, identified to the contractor by the CO as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.

Factor 4: Safety Program

Safety record (e.g., EMR, OSHA citation history, incident rates for past 3–5 years) and evidence of a robust safety culture (e.g., training programs, near-miss reporting).

Sub-criteria include:

• Comprehensive, project-specific safety plan, site security, excavation, traffic control, and emergency response.

• Must be familiar with high voltage location and hazards that come with electrical rooms and transformers.

• Compliance with all applicable federal, state, and local safety regulations and utility-specific requirements.

Factor 5: Excavation Plan

Due to the location of the facility and nearby utilities bidders must provide a detailed plan focused on preventing movement of nearby structures and preventing accidental disruption of unrelated utilities (electric). The plan shall include procedures for positive identification and marking of all existing utilities before any excavation begins.

Sub-criteria include:

• Outline a clear and compliant plan for managing excavated soil and materials.

Specify how the material will be temporarily stored on-site to prevent interference with airfield operations and FOD generation.

• Detail the process for transporting and disposing of spoil material off-site, including adherence to all federal and installation-specific environmental regulations and documentation requirements.

• Includes a site-specific shoring and trench safety plan that meets or exceeds OSHA standards. Specifies the type of shoring to be used (e.g., hydraulic shoring, trench boxes) based on soil conditions and excavation depth.

Submission Requirements (to Support Evaluation)

Technical proposals must be limited to 20 pages and organized with clear tabs/sections corresponding to the factors above. Include: narrative responses, resumes, project examples with references, safety/QC plans, and preliminary schedule. No price information or cost data permitted.

Basis for Acceptability

A proposal is acceptable only if it demonstrates, through clear and convincing information, that the offeror can deliver a complete, functional OWS that fully meets or exceeds all minimum technical, safety, quality, and schedule requirements without unreasonable risk to the owner.
