About this opportunity
The Indian Education Acquisition Office is procuring occupational therapy services for Riverside Indian School in Anadarko, Oklahoma, on behalf of the Department of the Interior's Bureau of Indian Education, with questions due November 5, 2026 and proposals due December 2, 2026. The Set Aside line is Total Small Business. Amendment 0003, posted November 2, 2026, changes the set-aside from Indian Small Business Economic Enterprise/Indian Economic Enterprise (ISBEE/IEE) to Small Business, strikes all ISBEE/IEE provisions and clauses, and extends the bid deadline from October 30, 2026 to 1600 Central Standard Time on December 2, 2026. Questions are due by 1600 Central Standard Time on November 5, 2026, with answers posted by November 10, 2026. Amendment 0001 narrowed the CLIN descriptions to occupational therapy services only.
Services are performed on campus during school hours, and teletherapy requires prior approval. The contractor provides school-based evaluations, individual and small-group interventions per IEP/504 plans, consultation, IEP/504 meeting attendance, documentation, and staff training. The school provides workspace, computers, assessment tools, and adaptive equipment. Amendment 0002 estimates 200 annual hours with a caseload of one to four students in grades 4 through 12, about 80% individual and 20% small-group. The pricing schedule estimates 1,000 total labor hours across the base year and four option years. The base period runs December 1, 2026 through November 30, 2027, with four one-year options through November 30, 2031. The contract is labor hour, priced at a fully burdened hourly rate inclusive of applicable taxes under FAR 52.212-4(k). Labor rates and total contract values are not populated in the pricing schedule. The contractor bears travel and nonlabor costs within the burdened rate. Award is anticipated by end of November 2026, contingent on background check completion.
The proposed OT must hold a current license from any U.S. jurisdiction, and Oklahoma licensure is not required. Qualifications include a bachelor's degree from an ACOTE-accredited program and documented training in sensory integration, handwriting instruction, assistive technology, and trauma-informed practice completed before performing related duties. The statement of work requires a minimum of two years pediatric or school-based experience. CPR/BLS certification is required, including an in-person skills assessment. A background check and fingerprinting must be completed before service delivery. Onsite employees with access to children or personally identifiable information require background investigations within 14 days of award. Insurance at approximately $1 million per occurrence and $3 million aggregate is required, with proof due before services begin. Multiple qualified OTs with shared coverage are permitted, and COTAs may be employed under OT supervision with labor categories priced separately. Performance metrics require 95% timely documentation and 95% session delivery, measured monthly. Quotes are submitted electronically to michelle.nahlee@bie.edu, and offerors must acknowledge Amendment 0003 before the extended deadline.
