About this file
This document is an Amendment to Solicitation (SF 30) with an attached Questions and Answers response for Occupational Therapy (OT) services at Riverside Indian School. The solicitation number is 140A2326Q0243, issued by the Indian Education Acquisition Office (Bureau of Indian Education) on October 2, 2026, with a performance period of December 1, 2026 through November 30, 2027.
The requirement is for OT services estimated at 200 annual hours, including direct therapy, evaluations, documentation, IEP/504 meetings, consultation, coordination meetings, staff training, and reporting. The anticipated caseload includes 1-4 students in grades 4-12, with approximately 80% individual and 20% small-group services. Direct OT is typically 30 minutes weekly or biweekly, while consultation averages 15-30 minutes monthly. The contractor may utilize multiple qualified OTs with shared coverage and may employ COTAs under appropriate OT supervision, with labor categories priced separately. The proposed OT must hold a current license from any U.S. jurisdiction (Oklahoma not required), possess a bachelor's degree from an ACOTE-accredited OT program, and provide evidence of training in sensory integration, handwriting instruction, assistive technology, and trauma-informed practice completed before performing related duties. CPR/BLS certification from American Heart Association, American Red Cross, or equivalent is required, including an in-person skills assessment. The school provides workspace, computers, internet access, assessment tools, adaptive equipment purchases, and coordination responsibilities including student scheduling and consent management. The contractor bears all travel costs and nonlabor expenses within the fully burdened hourly rate and must complete a background check and fingerprinting before service delivery. Insurance coverage at standard OT levels (approximately $1M/$3M aggregate) is required, with proof due before services begin. Performance metrics include 95% timely documentation and 95% session delivery, measured monthly, with missed sessions due to cancellations or closures excluded from contractor accountability. Award is anticipated by end of November 2026, contingent on background check completion before onboarding.

Q&A Response for 140A2326Q0243
1. Incumbent and predecessor contract: Is this requirement a follow-on to an existing contract? No, this is a new requirement for this location.
a. If so, please provide the incumbent’s name, contract number, current performance end date, and any releasable awarded pricing. N/A
2. Historical utilization: Please provide the actual OT hours used during the most recent two or three school years, including any available breakdown between direct therapy, evaluations, meetings, documentation, and other services. Riverside has not previously contracted for OT services at this level; therefore, no historical OT hours or breakdowns are available.
3. Student population: What is the anticipated caseload, student age/grade range, and approximate number of students receiving direct OT versus consultation-only services?
Aggregate information without student identifiers would be sufficient.
Estimated:
• Grades: approx. 4–12
• Caseload: 1-4 students
• Direct services: 5–10
• Consultation-only: 3–5 These numbers vary based on annual evaluations and referrals.
4. Required service frequency: What are the current aggregate IEP/504 requirements for OT service frequency and minutes?
Typical patterns:
• Direct OT: ~30 minutes weekly or biweekly
• Consultation: ~15–30 minutes monthly Final totals depend on individual IEPs.
a. What proportion of services is expected to be individual versus small-group treatment? Approx. 80% individual, 20% small-group.
5. Evaluation workload and backlog: How many initial evaluations and reevaluations are anticipated annually?
• Initial evals per year: ~1-4
• Reevaluations per year: ~1-4
No known overdue evaluations or missed-service backlogs are anticipated.
RIVERSIDE INDIAN SCHOOL
a. Will the incoming contractor inherit any overdue evaluations, missed services, or compensatory-service obligations? None anticipated at the start of the contract.
Scope of 200 annual hours
6. Scope of the 200 annual hours: Does Attachment 2’s estimate of 200 hours per year include every SOW activity—direct therapy, evaluations, documentation, IEP/504 meetings, consultation, coordination meetings, staff training, and reporting—or does it represent onsite/direct-service hours with additional time accounted for separately? The 200-hour estimate includes all SOW activities mentioned above.
7. Minimum and maximum hours: Is any minimum quantity guaranteed? No minimum quantity is guaranteed.
a. Is 200 hours an estimate or an annual ceiling, and what authorization process will apply if student requirements exceed that amount? 200 hours is an estimate, not a ceiling. Additional hours require CO authorization.
8. Weekly schedule: What onsite days, hours, and visit frequency are anticipated? Expected 1–2 onsite days per week (or biweekly blocks) during school hours, typically 8:00am– 3:30pm.
a. May the contractor consolidate services into scheduled blocks consistent with student needs, and are there minimum visit lengths or required response times for schedule changes? Yes, contractor may consolidate services into blocks when aligned to student needs and approved.
9. School calendar and summer services: Please provide the applicable school calendar and anticipated extended-school-year or summer requirements. How are the estimated annual hours expected to be distributed between the regular school year and summer?
Most hours occur during the August–May school year; ESY hours are limited and used only for qualifying students.
10. Cancellations and absences: How will student absences, school cancellations, delayed openings, or closures affect billable time and makeup obligations? This contract is labor hour; payment will be rendered when services are completed.
a. What notice will ordinarily be provided when scheduled services cannot occur? School provides notice as early as possible for absences or closures.
11. Remote services: What is the approval process for teletherapy? Teletherapy requires administrative approval, IEP/504 team review, and CO notification/modification if applicable.
a. Separately, may documentation, consultation, staff training, or IEP/504 participation occur remotely when appropriate, and are approved remote hours billable at the quoted labor rate? Yes, when approved, remote documentation and participation are billable at the contracted labor rate.
12. School coordination responsibilities: Who will obtain and track required consents, provide referrals and existing records, schedule students, and arrange student movement or escorts to therapy sessions? School obtains consents, provides records, schedules students, and arranges escorts/movement.
13. Licensure and registration: Must the proposed OT hold an Oklahoma license, or will another U.S. jurisdiction’s license be accepted for this requirement? The latter.
a. Does “OTR/L” also require current NBCOT certification, and which credentials must be in place at quotation submission versus the start of performance? OTR/L must be fully licensed before performance start. NBCOT certification is preferred unless required by federal standard. All credentials must be active before providing services.
14. Required degree: Section E requests the “required degree from an accredited institution,” but the SOW does not identify a degree level. Please specify the minimum educational and accreditation requirements, including whether an otherwise qualified, currently licensed OT with an accredited bachelor’s degree is acceptable. Degree from an ACOTE accredited OT program. Bachelor’s degree acceptable only if it meets current licensure standards.
15. Experience preference: The SOW states, “Minimum 2 years pediatric or school-based experience preferred.” Please clarify whether two years is a mandatory eligibility threshold or a preference considered during comparative evaluation. It's preferred, but not mandatory.
16. Evidence of required training: For sensory integration, handwriting instruction, assistive technology, and trauma-informed practice, are particular courses, certifications, providers, or minimum training hours required? What documentation will establish compliance, and must all training be completed before quotation submission? No specific required courses or mandated providers. Training must be documented (certificates, CEUs, transcripts). Must be completed before performing related duties—not necessarily before quote submission.- There is a mandatory background check.
17. CPR/BLS requirements: Are particular certification providers or course formats required? Acceptable
a. Please clarify whether an in-person skills assessment is necessary and whether both CPR and BLS credentials are required or a qualifying BLS certification satisfies the requirement. American Heart Association, American Red Cross, or equivalent.
In-person skills assessment is required.
BLS alone is sufficient.
18. Staffing composition: Must all services be performed by one designated OT, or may multiple qualified OTs share coverage? Multiple OTs may share coverage.
a. Are COTAs permitted to perform any services under appropriate OT supervision, and, if so, how should those services be reflected in the staffing and pricing schedules? Yes, under OT supervision and within state scope. Pricing must show labor categories separately.
19. Personnel commitments and substitutions: Are signed letters of commitment required for proposed personnel? No
a. What approval process and notice requirements apply if a proposed therapist must be substituted before award or during performance? Letters of commitment preferred but not mandatory. Substitutions require CO notice, credential submission, and approval.

Supervision while an investigation is pending: The RFQ requires personnel with favorable initial screening to remain within sight and under designated supervision while awaiting completion of the investigation. Who will provide that supervision, and will personnel be available throughout scheduled service hours? A federal employee, and yes, they will be available.
25. Additional onboarding requirements: Are there required orientations, cultural-responsiveness training, health screenings, immunizations, fingerprinting appointments, or other onboarding requirements beyond those stated in the documents? If the candidate is new to BIE and has never had a favorable background check, they will be required to complete fingerprinting at a designated facility.
a. Please identify the responsible party for associated costs and whether required onboarding time is billable. The contractor.
26. Insurance: Are specific professional liability/malpractice, general liability, or other insurance limits required? Yes.
