About this opportunity

The Department of the Interior's Bureau of Indian Education (BIE) is procuring physical therapy services for Riverside Indian School under a Total Small Business solicitation, with proposals due December 2, 2026 and questions due November 5, 2026. The solicitation is coded NAICS 621340 with a $12.5 million size standard and PSC Q518. Amendment 0001 changes the solicitation basis from Indian Small Business Economic Enterprise/Indian Economic Enterprise (ISBEE/IEE) to Small Business (SB), removes all ISBEE/IEE provisions and clauses, and extends the offer deadline from October 30, 2026 to December 2, 2026 at 4:00 PM Central Standard time. Offerors must acknowledge receipt of the amendment before the deadline, and failure may result in rejection. Michelle E. Nahlee is the Contracting Officer. Answers to questions will be posted by November 10, 2026.

Services are performed on campus at Riverside Indian School in Anadarko, Oklahoma, during school hours, with teletherapy only upon prior approval. The labor-hour contract has a base period from December 1, 2026 through November 30, 2027, with four one-year options through November 30, 2031. Pricing requires a fully burdened hourly rate with applicable Federal, State, and local taxes included. The pricing schedule estimates 1,000 on-site service hours across five years, rising from 200 in the base year to 500 in option year four. Attachment 3 is Service Contract Act Wage Determination 2015-5327, Revision 30, covering Oklahoma counties Beckham, Caddo, Custer, Roger Mills, and Washita.

The contractor must hold a current PT license and current CPR/BLS certification, and demonstrate training in trauma-informed and culturally responsive practices. Two years of pediatric or school-based experience is a preferred qualification. Work must comply with IDEA, ADA, Section 504, FERPA, school policies, and APTA school-based PT standards. Employees with child contact require background investigations. Data must remain on school-approved systems, with no storage on personal devices. Performance standards require 95% on-time evaluations and reports, 95% session delivery with make-ups within 10 school days, and zero documented privacy violations.

Evaluation criteria in the original RFQ include a capabilities statement demonstrating understanding of the Statement of Work, key personnel qualifications (resume, accredited degree, and applicable certifications), relevant experience, and price reasonableness. Amendment 0001 removes the ISBEE/IEE provisions, including the Attachment 4 IEE self-certification requirement. No incumbent is named.
