About this file

This is the Indian Affairs Indian Economic Enterprise (IEE) Representation Form, a self-certification document used to establish eligibility under the Buy Indian Act (25 U.S.C. 47) for federal contract set-asides. The form requires offerors to certify that they meet the definition of an Indian Economic Enterprise as defined in the Department of the Interior Acquisition Regulation (DIAR) Part 1480.

The form mandates that enterprises meet specified requirements at three critical junctures: at the time an offer is submitted in response to a written solicitation, at the time of contract award, and throughout the full contract term. Contracting Officers retain the authority to request additional documentation or information regarding eligibility at any point in the acquisition lifecycle, including during proposal evaluation. Offerors must complete fields identifying the solicitation number, project title, date of submission, the name of the federally recognized tribal entity, the legal business name, the unique entity identifier (UEI), the name of the 51% or greater owner of the IEE firm, and must provide a certifying signature with printed name. The form carries significant legal consequences for misrepresentation, with false or misleading information subject to criminal penalties under 18 U.S.C. 1001, and false claims during contract performance subject to civil fraud penalties under 31 U.S.C. 3729 to 3731 and 18 U.S.C. 287.
